Research On Government Responsibility In The Perspective Of Precision Poverty Alleviation

Reducing the gap between the rich and the poor and gradually realizing common prosperity can embody the essential requirement of socialism in China.The effective basic strategy of rural poverty management can promote the improvement of people's livelihood,improve the quality of rural life in the poverty-stricken areas and rammed the necessary development foundation for building a well-off society in an all-round way.In the underdeveloped provinces in the West and West China,the poverty types,such as large scale,deep poverty,difficulty in poverty alleviation,high cost of poverty reduction,high return to poverty,income poverty,ecotype poverty,ability poverty,information poverty and cultural poverty are complicated and complex,so as to complete the completion of a well-off society in 2020.The goal of the society is that it is difficult to eradicate poverty in the poverty-stricken areas of the West.The present stage of poverty governance is not only faced with the fundamental predicament of poverty,but also the new practical problems.China implements the strategy of precision poverty alleviation,that is,"the precision of supporting objects,precision of project arrangement,accurate use of funds,precision of measures to households,precision of the village people and poverty alleviation",and accurate location of the root of poverty alleviation.Effective way to eliminate poverty,build a provincial,city,county and village level five system to tackle poverty alleviation responsibility mechanism.Since the implementation of precision poverty alleviation,poverty alleviation in all parts of the country has achieved great results.However,through the empirical investigation of the government behavior in the G County of Gansu province in the accurate poverty alleviation,it has been found that the precision poverty alleviation in G county has achieved certain results,but the administrative arrangement in G County dominates the rural accurate poverty alleviation projects and funds,and the value cognition of the market leading role is not profound,the role of the market is limited and the government is limited.Other social subjects(including the target of poverty alleviation)are weak in the right to know the right to know,the right to participate in the proposal,the right of democratic decision-making and the right to supervise the poor;the effective participation rate of the poverty alleviation target in the decision-making,implementation and feedback of the precision poverty alleviation projects is low;the poor efficiency of the poverty alleviation project is low;the government is in G There are some problems such as vacancy,dislocation and offside when the county implements the responsibility of precise poverty alleviation.In order to achieve the goal of poverty alleviation,the government must establish the boundary consciousness of responsibility,clear the responsibility of the government at all levels,improve the supervision of the government responsibility,and promote the responsibility of the government to the proper place,so that it can provide the effective supply of rural public goods and the system supply in the accurate poverty alleviation,as well as the domain type government of our government.The theory of government responsibility is built to accumulate practical experience.This article is discussed from four parts: first,the introduction part mainly discusses the backgroundof the topic,the significance of the topic,the domestic and foreign research review,the definition and theory of related concepts,the thinking and methods of the research.Secondly,the first chapter is the theoretical basis and practical needs of the precise poverty alleviation of the government's responsibility.From the theoretical perspective,the government's responsibility in the poverty alleviation is analyzed.In the process of accurate poverty alleviation in the rural poor counties,the government pays attention to the role of the people who maintain the fair and just and the role of the people living in the poor groups.The supply of poverty alleviation public products makes the best allocation of the country's accurate poverty alleviation resources among the different interests groups and the maximum benefit of poverty alleviation.The specific responsibility mainly include the responsibility of identifying and examining the target of accurate poverty alleviation,the analysis responsibility for the cause of poverty alleviation,the formulation of concrete measures for precision poverty alleviation,and the supervision and implementation of the specific measures.The responsibility of building a market-oriented poverty alleviation mechanism under the guidance of the government should be set up.Thirdly,combined with the practical data of the grass-roots government in G County of Gansu Province in fulfilling the responsibility of precision poverty
