There is no doubt that economic growth and sustainable development are the most valuable questions concerned by the Economists.Under the knowledgebased economy, traditional growth that rely on factor inputs to stimulate the economy cannot provide an inexhaustible motive force for development, and cannot follow the concept of innovation. In this circumstances, the process of “generating knowledge” and “using knowledge to create value” has become the underlying motivation for innovation to promote the endogenous growth of the economy. In a diversified industrial structure, professional worker continuously learns, creates, and uses knowledge in order to gain production advantages, making knowledge self-reinforcing cumulatively and growing, improving product quality and achieving monopolistic profits in the subdivision technical field.More importantly,a diversified industrial structure encourages more extensive division of labor and cooperation among cities. The diversified industrial structure allows the city develops in different features, complements each other, and forms special advantages.Based on the above views, this paper conducts research on the impact of diversified industrial structure on innovation and development from the perspective of vertical market and horizontal market. It's demonstrates that the diversified industrial structure is the fundamental reason that determines the innovative behavior of enterprises. The diversified structure forces companies to abandon “price measures” to pursue innovation, quality improvement, differentiation strategies,or continuously seek to subdivide speci alized production in the vertical or horizontal market.Eventually,The diversified forms a mutually reinforcing innovation network. In this paper,we use the data of the OECD countries about: the number of large/smes enterprises, the people's education level. The empirical analysis revealing the influencing factors of innovation performance;and by finding out the proportion of smes enterprises in the total number of enterprises,we find that the innovative market structure, the proportion of smes enterprises has gradually increased;Through the empirical analysis of Shenzhen's knowledge transfer data,it is verified that the knowledge transfer will have a positive impact both on the production place and acceptance place. The economic development of innovative producing areas has more promoting effects.Based on the research results, this paper puts forward policy recommendations for China's innovation and development.Under the conditions of the scientific boundary and space-time boundary of innovation and development, focus on improve the “linkage” of innovation and development, encourage the establishment of a learning society, and form an open innovation network.
