Innovation is a high-return behavior,but because of its inherent challenges and complexity,the survival rate of startups is very low.Although the government introduced a number of supportive policies to promote entrepreneurship,the development of startups is still not optimistic.The main problem is the limited entrepreneurial resources,lack of legitimacy,deficiency in social network.Strategic alliances are the very way to acquire partner's resources,develop legitimacy,increase social network.Thus,strategic alliances is an important approach for the new enterprise to break through the bottleneck of development.Although few studies explore the impact of TMT on the formation of strategic alliances,but mainly focus on the characteristics of TMT,such as experience,network status,reputation,etc.However,they did not give an effective prescription on how to promote strategic alliance formation effectively.We have made a multiply cases study of eight firms from the data comes from multiple sources.Based on attention-based view and social network theory,This paper studies how the TMT's cognition-behavior consistency can enhance the formation of strategic alliance,and then further analyzed the moderating effect of the complementary resources demand,the environmental turbulence on the relationship between "knowing but not doing" or "doing but not knowing" and the formation of the strategic alliance.By our study,we have discovered if TMT have higher strategic alliances value cognition,trust their alliance members,frequent social activities,strategic alliances docking,the strategic alliances formation will be higher.In other words,there is the positive relationship between TMT's cognition-behavior consistency and strategic alliances formation.Furthermore,when complementary resource need or environment turbulence is high,the relationship between "knowing but not doing" or "doing but not knowing" and the formation of the strategic alliance will be enhanced.This paper chose the TMT's cognition-behavior consistency as a starting point,not only enriched the research context and perspective of strategic alliance formation but also provide a theoretical support for guiding startups.This research will expand the research on TMT and alliance field,and help new ventures to gain competitiveness by strategic alliances in turbulent environment.
