Problems And Countermeasures Of Identifying Poor Households In The Process Of Precise Poverty Alleviation

Since the founding of China,the work of “poverty alleviation” has always been the focus of government work.With the continuous improvement and deepening of poverty alleviation work,the regional poverty phenomenon has been significantly improved,and the povertystricken population has become more dispersed.Therefore,the state requires that the accuracy of poverty alleviation work be improved,from the area to the identification unit to the household identification unit.The proposal of the precise poverty alleviation policy has formulated a new plan for poverty alleviation work in China,and requires more precise answers to questions such as “Who is the poor”,“Which causes poverty” and “Whether it has been lifted out of poverty”.In this context,Hainan Province also actively responded to the call of the central government,successively issued policy documents and improved poverty alleviation measures,so that the accuracy of poverty alleviation work has been improved,but there are still many shortcomings.This paper selects the perspective of poor households identification,and uses literature research method and field research method to deeply analyze the problems existing in the identification of poor households in Y town of Hainan Province,in order to provide some reference for the development of precision poverty alleviation work.Suggested countermeasures.The identification of poor households is the first step in ensuring poverty alleviation.It also affects the development of support measures and poverty alleviation.Therefore,it is important to improve the accuracy of poor household identification.The author found in the survey that although the poverty alleviation work in Y town has achieved certain results,the accuracy of the identification work is constantly improving,but there are still some shortcomings,the specific manifestation is that the identification policy itself has defects;the identification standard lacks operation.Sexuality;insufficient implementation of poverty alleviation cadres;poor performance of dynamic management of poor households,etc.The existence of these problems has reduced the accuracy of identification work and will affect the effectiveness of future support work.Finally,this paper explores the specific ideas for solving the problems in the identification of poor households.Under the guidance of the theory of public participation,on the one hand,through the improvement of the identification information disclosure system,the villagers' binding mechanism for identification work is established to build a supervision mechanism for the normalization of citizens;on the other hand,poverty is improved by changing the povertystricken households' concept of poverty alleviation.Participation in the ability to awaken the villagers to participate in awareness and increase participation channels to ensure the authenticity of information collection.Under the guidance of the government's performance management theory,first of all,through the transformation of poverty alleviation work performance concept,promote the self-development of poverty alleviation cadres,establish an early warning mechanism for poverty alleviation work team to promote poverty alleviation work team;secondly,strengthen the process control of identification work Pay attention to the identification and application of the results of the work evaluation to improve the effectiveness of the identification work.This will provide feasible suggestions for the identification of poor households in Hainan Province and even the whole country.
