The Research On Total Budget Management Of Huanggang Tobacco Corporation

Since 2006,China's tobacco commercial system obey the rule of ‘Guidance on the implementation of financial management of enterprise' which is issued by the ministry of finance and implement total budget management system on all the subsidiary companies.But,due to its late start,the tobacco industry still has many problems in the implementation of total budget management.This paper takes Huanggang tobacco corporation as an example,aiming to help improve the present total budget management system of the company.In this paper,author unifies current operating situation and business processes of Huanggang tobacco corporation,and try to explore internal problems and reasons that caused the problems.Then based on the current total budget management system and other tobacco corporations' experiences,we put forward some improvement measures for Huanggang tobacco corporation,including clear budget management goal,proper management system,perfect budget management evaluation and reward mechanism and integrated information platform.Due to the great difference of geographical and policy between different tobacco companies,the majority of the tobacco business enterprises should consider their own characteristics,and combine their total budget management with their strategic goal.They should actively grasp the market trends and the actual situation of their business operation,so as to achieve market success;At the same time,they also should implement the total budget management into practice even the real work of all staff,implement the evaluation and reward mechanism in depth,realize the real full participation.Only taking these measures,total budget management can help to regulate the current operation and future development of the tobacco companies,making the enterprises achieve steady development in accordance with established goal.
