In the past forty years since China's reform and opening up,the country's economic development has achieved considerable progress.With the improvement of the market economy,talent and technology become the most energetic production factor and played an vigorous role in the allocation of resources.The mobility of talented people,the introduction of talents and their development have become a new subject of human resource management,especially for state-owned enterprises in which the introduction and development of talents being a hot topic and attracting much attention.This paper studies and analyzes the introduction and development of talents in state-owned enterprises which are located in the three or four tier cities,and explores the corresponding countermeasures with regard to the introduction and development of talents in state-owned enterprises.state-owned enterprises are the political and economic base of a country,while local state-owned enterprises play important roles in the economic construction and social development of their own.The state-owned enterprises which are located in the three or four tier cities,(including the central municipal enterprises)are not only facing new development opportunities but also huge challenges.The absorption and loss of talents determine the survival and development of an enterprise.The issue in relation to the introduction and development of talents has become the main bottleneck for the implementation of the New Normal strategies.The development arena in the three or four tier cities is relatively narrow,and the average salary level of the workers in these cities is relatively low.Compared to the state-owned enterprises that are located in the first and second tier cities,the size of these state-owned enterprises that are located in the three or four tier cities is smaller,lack of scientific human resources management Moreover,it is difficult for the latter to attract and retain the talents,which causes many problems like the shortage of talents,the lack of cutting-edge talented people,the serious brain drain,the lack of talent training,and the backward incentive mechanism.Compared with local private enterprises,these state-owned enterprises feature more inflexible.There are problems that their employees feel too stable to quit the job,their cadres are free of promotion and their incomes will increase continuously.With the promotion of new urbanization in China,most of state-owned enterprises that are located in the three or four tier cities have developed rapidly,and along with the process of industrialization,information and internationalization have been accelerated,and the demand for talents is increasing,which causes the contradiction between the human resources reserve and the pace of development of an enterprise.This paper illustrates the theoretical basis of talent introduction and development from the angel of enterprises,introduces the generation situation of JM company in detail,and makes an in-depth study on the present situation of talent team in JM company through questionnaire survey,organizing the symposium and individual interviews and other means,summarizes the restricting factors on the introduction and development of talents in JM company,and introduces the strategies that are aimed to introduce and develop talents in the JM company,designs a countermeasure model to introduce and develop talents for JM company,and puts forward suggestions and measures for talent introduction and development in JM company.By means of the research on the talent introduction and development in JM company,the paper explores the countermeasures for talent introduction and development which are well suitable for the those state-owned enterprises that are located in the three or four tier cities...
