During the 21 st century, with the world trend of economic globalization to be further increased, intensifying global competition, rapid development in science and technology and rapid economic development, which enhanced the heated competition among enterprises. The nature of the comprehensive national strength contest around the world has gradually evolved into the competition of the talent. Furthermore, talent has increasingly become the dominant factor of enterprises to participate in the competition and development. Under the background of the environmental protection enterprises to develop rapidly, the demand for talent increases year by year, environmental protection enterprises have technology talents scarce talent, management talent distribution characteristics, in the dynamic environment, the environmental protection industry talents characteristics will be further challenge for talent introduction and training work.Under the background of the environmental protection enterprises to develop rapidly, the demand for talent increases year by year, environmental protection enterprises have technology talents scarce talent, management talent distribution characteristics, in the dynamic environment, the environmental protection industry talents characteristics will be further challenge for talent introduction and training work.This will inevitably require firms, as main market players, to reinforce their efforts in human resources management, paying increasingly attention to the cultivation of talents. These are also the needs to increase job performance of employees, increasing their loyalty, entirely use of enterprise’s resources, enlarging the market share as well as enhancing the competitiveness of enterprises.In this article, through the method of literature analysis and diagnosis research on the situation of HX enterprise’s talent introduction and cultivation mechanism, finding that the dynamic change of environment will expose the legacy issues of the traditional family-run business. In addition, the business growth and industrial chain extension will make it worse, which will be harmful for HX development in a long run. More exactly, issues on talent introduction and cultivation include non-family talents are unable to fit into company culture, low status of management department, unreasonable set of management structure, lacking of human resource management talent and incentive mechanism, high rate of employees turnover, imperfect system of talent selection and cultivation etc. Issues above seriously affected the firm’s long-term development. On a basis of works above, in-depth face-to-face interview are carried out to collect case data to create a process model of HX Company’s talent introduction and cultivation in a dynamic environment. There are seven suggestions based on process model can be provided below: Expanding the sources for talent introduction, Changing the company culture, setting a goal, changing the management ideas, improving the incentive mechanisms, optimizing evaluation measures, and reevaluating the works for talent introduction and cultivation.
