Research On The Adjustment Of Agricultural Structure In Jixi Under The Background Of Supply Side Reform

At the end of 2017,the Central Rural Work Conference proposed the important principle of “deepening the supply-side reform of agriculture and taking the road of promoting the agriculture by high quality”,which provides an important guide for further accelerating China's agricultural industrial structure adjustment.In 2018,the Document No.1 of Central Committee also emphasized the need to improve the quality of agricultural development and explore new kinetic energy of agriculture.These policies have effectively boosted the supply-side reform of the agriculture in China.Heilongjiang Province is a major agriculture province,and the role of is agricultural development in Heilongjiang's national economy is self-evident.However,as the government continues to attach importance to the supply-side reform of agriculture and the new development concepts in the new era continues to play a leadership role,the agricultural development in Heilongjiang Province should change its development philosophy,adhere to the new development ideology and development model in the new era,accelerate the promotion of agricultural technology innovation,talent innovation and institutional innovation in Heilongjiang Province to achieve structural reform and adjustment on the supply side of agriculture,promote the quality improvement and efficiency increase,level improvement and upgrading of agriculture and constantly strengthen the status of agriculture,thus providing a new development direction for the development of agricultural industry in Heilongjiang Province.This paper mainly studies the adjustment of agricultural industry structure in Jixi under the background of supply-side reform,aiming at improving the quality and efficiency of agricultural industry in Jixi,promoting the process of agricultural and rural modernization,so as to solve the problems of urban-rural imbalance and insufficient in rural areas.It summarizes the related research status at home and abroad through literature research method,defines the concepts of agricultural industry,agricultural industry structure,adjustment of agricultural industry structure and supply-side reform,and expounds the theories of industrial integration,transformation of traditional agriculture theory and optimization of industrial structure.Based on this,the relationship between supply-side reform and agricultural industrial restructuring is analyzed.Through the qualitative and quantitative analysis method,the development status and existing problems of Jixi's agricultural industrial restructuring under the background of supply-side reform are analyzed concretely,and then the ideas and countermeasures of Jixi's agricultural industrial restructuring under the background of supply-side reform are put forward.The specific ideas are as follows: The first is to promote the adjustment of planting industry to green and high quality;the second is to promote the transformation of traditional agriculture to modern agriculture;the third is to promote the transformation of animal husbandry to characteristic aquaculture;and the fourth is to actively develop the under-forest economy.The countermeasures and suggestions include the following aspects:deepening supply-side reform,improving the quality and efficiency of agricultural industry;speeding up the transfer of rural land;actively cultivating new farmers;increasing investment in agricultural support funds;and strengthening agricultural technological innovation.Accordingly,the supply side reform of agricultural industry in Jixi city is continuously promoted,and the rural revitalization of Jixi city is promoted.
