| The China Central Rural Work Conference was held in Beijing on December 24,2015.The meeting particularly emphasized the need to increase the structural reforms on the supply side of agriculture.By improving the quality and efficiency of the agricultural supply system,we will achieve the core direction of reform.Through the unremitting readjustment of agriculture itself,the supply of agricultural products produced by farmers is sufficient,and their varieties and quality are closely aligned with consumer needs and preferences.As a result,an effective supply of reasonable structure and many guarantees is provided.In the quantitative analysis,the comparative advantage analysis method was used to conduct a systematic study on the production benefits of grain crops in Zhenlai County and the income of farmers,and the comprehensive comparative advantage index method was introduced into the comparative advantage analysis index system to obtain the optimized planting program;The analysis of the degree of influence of agricultural products,technical means and system measures on the total agricultural output value in Zhenlai County's planting structure using the grey correlation analysis method can provide a more scientific adjustment method for the planting structure in Zhenlai County;in terms of qualitative analysis,The status quo,existing problems and causes of planting structure adjustment in Zhenlai County were analyzed.Combining with the requirements of the structural reform in the supply side of the agriculture,the supporting measures and macro-measures favorable for the Zhenlai County planting structure adjustment plan were proposed.Through a scientific analysis of the current cropping structure in Zhenlai County,the existing problems were described: First,the crop production layout did not combine regional advantages;Second,the crop industry did not form an industrial chain;Third,the planting technology level was poor;Fourth,the planting industry lacks high-quality agricultural technicians.This study analyzes the reasons for these problems: First,it has failed to use crops to plant crops to choose the planting method.Overproduction of food crops has overlooked the production and development of economic crops.As a result,the proportion of grain and planting structure has been seriously unbalanced;second,farmers have suffered long-term malady.Planting habits and not taking into account the deep processing and sales of crops;Third,lack of scientific and professional technical guidance in the planting process;Fourth,a large number of agricultural labor force transfer,and there is no professional training and agricultural technology personnel management system.This study combines the actual adjustment requirements of the structural reforms on the supply side of agriculture,and under the condition of ensuring a steady increase in the income of rural households,puts forward targeted countermeasures that can solve practical problems in the adjustment of the planting structure in Zhenlai County: The priority cropping order of crops is “vegetables,potatoes,beans,rice,oilseeds,corn,and wheat”,that is,increasing the production area of vegetables and potatoes in cash crops,reducing the production area of corn and wheat in food crops,and developing oil crops into crops.The secondary profit carrier in the industry structure promotes the rotation of corn and other food crops;on the auxiliary measures,the first is to strengthen the construction of agricultural infrastructure and improve the production conditions of the crop production;the second is to optimize the planting structure and rationally plan the layout;and the third is to form an industrial chain to establish market-oriented agriculture;Fourth,improve the professional quality of agricultural technicians and raise the level of agricultural science and technology;Fifth,improve the planting environment and achieve sustainable development of agriculture. |
