Research On The Path Of Agricultural Supply Side Structural Reform In China

Agriculture performs the important basic functions of ensuring national food security,rural prosperity and stability,and farmers' livelihood.Ensuring the sustainable,healthy and stable development of agriculture is of great significance to the national economy and social development.In recent years,China's agricultural and rural economy remains stable,and grain output has been increasing year by year.In 2018,China's total grain output reached 1.3158 trillion jin,which has been stable at more than 1.2 trillion jin for seven consecutive years.Farmers' income has continued to grow,and the per capita disposable income of rural residents has reached RMB 14617.The steady development of agriculture and rural areas provides strong support for the sustainable and healthy development of economy and society.However,at the same time,it is also noteworthy that the most arduous and onerous task of building a moderately prosperous society in all respects is still in agricultural and rural areas.At the same time,China's agricultural development is getting better,but there are also huge hidden worries: the imbalance between supply and demand of agricultural industrial structure,the low allocation efficiency of agricultural production factors,the lack of support for agricultural scientific and technological innovation,and the urgent need to improve the agricultural system and mechanism The problems to be solved are mainly concentrated on the “supply side”.Therefore,promoting the agricultural supply-side structural reform is a key measure to break the development dilemma of China's agricultural “supply side”,effectively deal with various risks and challenges regarding “agriculture,rural areas and farmers”,and ensure the sustainable and healthy development of national economy.It is also an inevitable requirement to promote the sustainable and healthy development of China's agriculture,improve the competitiveness of agriculture in international market,and accelerate the development of agricultural modernization.Therefore,promoting the agricultural supply-side structural reform is the focus of China's agricultural and rural work at present and in the future.Guided by the theory of political economics of socialism with Chinese characteristics,this paper uses such methods as quantitative research and qualitative analysis,normative analysis and empirical analysis,literature research and system analysis,and carries out the research surrounding the theme of “China's agricultural supply-side structural reform”.This paper consists of nine chapters,which are mainly divided into three parts.Part 1 includes Chapter 1 Introduction and Chapter 2 Literature Review.Part 1 mainly expounds the research background,research implication,research methods,basic structure and main content,main innovation points and shortcomings of the paper;at the same time,the connotation and characteristics,dynamic mechanism and realization path of agricultural supply-side structural reform are summarized and summarized.Part 2 consists of Chapters 3-8.This part carries out the theoretical analysis on the path of China's agricultural supply-side structural reform.Through the comparison of supply management and demand management,this part analyzes the relationship between supply-side structural reform and agricultural supply-side structural reform,and through studying the relevant theories and connotations of agricultural supply-side structural reform,the theoretical mechanism of China's agricultural supply-side structural reform was established;secondly,by studying the current situation of agricultural supply side development in China,analyzing and evaluating the efficiency of agricultural supply side in China,and pointing out some problems existing in the process of agricultural supply side development,and comprehensively identifies the causes of these problems,thereby providing better scientific basis for the future research path;finally,it studies how to promote China's agricultural supply-side structural reform from four aspects,i.e.the reform path of agricultural industrial structure,the reform path of agricultural production factors,the reform path of agricultural science and technology innovation and the reform path of agricultural system and mechanism;Part 3 safeguard measures to realize the path of China's agricultural supply-side structural reform.This part puts forward some targeted and operable policy recommendations for China's agricultural supply-side structural reform from four aspects: comprehensively strengthening the top-level design,keeping the three basic bottom lines,adhering to the market reform orientation,strengthening the government's macro-control.The most innovative points of this paper are as follows: first,based on the theory of“political economics of socialism with Chinese characteristics”,and referring to the relevant theories of the China's agricultural supply-side structural reform,this paper establishes the mechanism of China's agricultural supply-side structural reform;second,based on the mechanism of China's agricultural supply-side structural reform,this paper builds China's agricultural supply efficiency evaluation index system and reveals four paths to realize China's agricultural supply-side structural reform,and uses a variety of measurement methods to carry out empirical analysis on the paths to realize China's agricultural supply-side structural reform;third,based on the analysis regarding paths to realize China's agricultural supply-side structural reform,this paper clearly defines the role of market and government in promoting the agricultural supply-side structural reform,and at the same time,puts forward some targeted and operable policy recommendations for promoting China's agricultural supply-side structural reform.Through in-depth and detailed analysis and research on China's agricultural supply-side structural reform,this paper puts forward four systematic,comprehensive and operable implementation paths with a view to making contributions to the research on the path of China's agricultural supply-side structural reform with the results of this paper.
