After the "prism door" incident in 2013,which was well known to all,the party central committee and the state council issued the plan for the adjustment and revitalization of the electronic information industry in a timely manner.They advocated the development of advanced Chinese servers.Company A is a leading domestic server company in china.At present,the server scale of company A has risen to the top three in the world and is firmly the first in China.In A good form,company A is facing increasingly fierce market competition in the server industry.Moreover,the internal resource scheduling problem of A company is prominent.For example,Serious waste and unbalanced resource allocation.At the same time,there are problems of insufficient experience in multi-project management under resource constraints.The existing multi-project management model has been unable to meet the requirements.The fundamental goal of an enterprise is to maximize the value of the entire organization,not to pursue the success of any single project.And the actual situation of the enterprise at present,more than 90%of the projects run in multi-purpose environment.Therefore,the transformation from project management to multi-project management is a key process to conform to the current development trend of server industry and improve management efficiency.In the multi-project management,how to realize the reasonable scheduling of resources under the resource constraints becomes the focus of realizing the maximization of multi-project benefits.Therefore,company A must seek a more professional and effective multi-project management model.How to optimize and allocate the limited resource scheduling to improve the overall economic benefits of the company has become a subject worth studying.At present,company A is in a critical period of organizational reform,and the enterprise is comprehensively promoting integrated product development(IPD)management mode.In order to achieve business success more efficiently,the company strengthens the strategic position and importance of multi-project management within the company,and strengthens the key to the success of multi-project management--multi-project resource scheduling management.This paper takes the server product project of company A as the research object.Based on a large number of relevant literature domestic and overseas.In this paper,the problem of human resource shortage in multi-project management is taken as the starting point to build a multi-project resource scheduling mechanism to solve the problem.This mechanism mainly includes two major links:firstly,the establishment of human pipeline management platform for multi-project resource constraint analysis;Secondly,by building a multi-project resource scheduling model,the resource allocation problem of multi-project resource conflicts is finally solved.Specifically,first of all,the human pipeline management platform is built.The human pipeline management platform is a systematic method that can intelligently handle the resource demand and supply data of multi-project,and can give the analysis results of the relationship between supply and demand.Secondly,according to human pipeline management platform of the output on the basis of analysis on the demand of multi-project resource supply as a result,when a resource demand greater than supply,actual application builds the multi-project resource scheduling model based on analytic hierarchy process(AHP),the ranking results resource scheduling priority,and then develop more project resource scheduling scheme under the restriction of resources,and achieved good effect in actual application.Based on the principle of maximizing company benefits,the optimal scheduling of multi-project human resources is realized under resource constraints.In this way,it can meet the resource demands of multi-project purposes,improve the utilization rate of resources and reduce the development cost of enterprise products.There are still some problems in the actual application of the multi-project resource scheduling mechanism based on human pipeline management,such as the clear and detailed requirements of the quantity and quality of resources required on the project,and the problems that human resources sometimes cannot be raised quickly.Therefore,the existing multi-project resource scheduling mechanism needs to be further refined and upgraded.
