Study On The Risks Faced By Private Enterprises In PPP Projects

In the process of rapid development of national economic construction,infrastructure construction plays an irreplaceable role.It can not only promote the rapid and sustained economic development,but also meet the material and cultural needs of people at the present stage as much as possible.However,from the status quo analysis,the demand is still far greater than the growth rate of infrastructure construction.It is not enough to rely only on the input of the government and other relevant departments.Therefore,the state has strongly supported the promotion and development of PPP mode in recent years.PPP financing mode(public-private partnership),as a market-oriented model with public sector and social capital cooperation as the main body,has obvious benefits.On the other hand,cooperation opportunities between the public sector and social capital can be increased to accelerate economic development and promote social progress.For private enterprises,the PPP financing mode can increase the cooperation opportunities of projects and promote the healthy development of enterprises,but it will also bear huge risks.In the implementation process of PPP projects,private enterprises not only have to bear various risks in the construction and operation of their own corresponding projects,but also the relevant government departments often choose to transfer risks to private enterprises when dealing with risks.Therefore,private enterprises will be in a high-risk situation in PPP projects.In order to guarantee the normal construction of projects,the risk research faced by private enterprises must be strengthened.This paper is divided into six parts.The first part is the research background and significance of the subject.Then,it expounds the development and research status at home and abroad,also demonstrates the basic structure and research methods of this thesis.The second part describes the theoretical knowledge needed by the research institute and the process of project risk management,and summarizes the significance of project evaluation to private enterprises,providing the theoretical basis for subsequent research.The third part mainly introduces some common research methods,and also simply explains the selection basis of risk identification and evaluation methods in this paper.In the fourth part,the risk identification system of PPP projects was established by expert scoring method and principal component analysis method.Then based on practical cases,it uses the risk evaluation system made by the combination of ahp and grey comprehensive evaluationmethod to analyse,assess and finally come to a conclusion.The fifth part mainly puts forward reasonable suggestions and measures to control and prevent risks faced by private enterprises.The sixth part is the moderate outlook of the future development of PPP mode and the summary of the lack of research in this paper.The research results of this paper divide the risks faced by private enterprises into six categories and analyze them with practical cases.Reasonable suggestions are proposed from the points and the possible risks faced by private enterprises in PPP mode.This research result may be helpful for private enterprises to face risks in PPP projects in the future.It can not only effectively identify risks,prevent and control them,reduce the impact of risks,ensure the normal development of the project,but also protect the interests of private enterprises and promote the development of private enterprises.
