A Study Of The Performance Evaluation Of Fiscal Expenditure In The Construction Of New Urbanization In China

The construction of new-type urbanization is the decisive and important strategic task for our country to build a well-off society in an all-round way,and financial expenditure is the basic guarantee and important pillar to support the construction of new-type urbanization.With the strategic position of the new urbanization construction more and more important and the deepening of fiscal decentralization reform,the development quality of urbanization and the performance level of fiscal expenditure have been paid more and more attention by scholars and people.Since China's economic and social development has entered the "new normal",the problems of unbalanced regional development,the contradiction of "urban-rural dual structure" and the imbalance of industrial structure have become more and more significant.It is necessary to promote the good and fast development of the new urbanization construction,and the strong support and power of the government financial funds must be needed.Therefore,it can provide direction and basis for the government's financial support for new urbanization to establishes the performance evaluation system of fiscal expenditure,evaluates the performance of fiscal expenditure for new urbanization,and improves the efficiency of fiscal expenditure.By combing the relevant literature at home and abroad,this paper expounds the related concepts and theoretical basis of new urbanization and fiscal expenditure performance,and on this basis,based on the input-output perspective,this paper constructs the performance evaluation index system of fiscal expenditure in the construction of new urbanization from five aspects: education,science and technology and culture,ecological environment,medical treatment and social security,economy and urban construction.The principal component analysis method is used to reduce the dimension of the output index,and 5 financial expenditure input indicators and 9 new urbanization quality output indicators are obtained.Secondly,according to the index system constructed,using the method of data envelopment analysis(DEA),this paper calculates the performance level of fiscal expenditure in all fields and the whole fiscal expenditure in the construction of new urbanization in 30 provinces of China in 2016.For sub-areas,the level of fiscal expenditure efficiency in ecological environment is the lowest,and that in education is the highest.The level of fiscal expenditure efficiency in different provinces is uneven and different.For the urbanization construction as a whole,China's fiscal expenditure efficiency level is good,the central region's fiscal expenditure efficiency is higher than the eastern region,and the western part is the lowest.Furthermore,the super-efficiency model is used to further calculate the super-efficiency value of 30 provinces.The results show that the average level of fiscal expenditure efficiency in the central region is the highest,followed by the east and finally the west.Then,taking the superefficiency value of each province as dependent variable,using the Tobit restricted regression model,the paper makes an empirical study on the influencing factors of fiscal expenditure performance in the construction of new urbanization,and the results show that,The level of economic development and the size of government institutions have a negative impact on the performance of fiscal expenditure,and the tax margin has a positive impact on the performance of fiscal expenditure.Finally,based on the results of the performance evaluation of fiscal expenditure and the influencing factors,the paper puts forward corresponding policy recommendations,including: actively and steadily promoting the reform of fiscal and taxation policies,establishing and improving the performance evaluation mechanism of local fiscal expenditure;Strengthen the financial supervision and establish an effective incentive and punishment mechanism;optimize the financial expenditure structure of the new urbanization construction;innovate the investment and financing system of the new urbanization construction.
