Building a cadre of tax-related civil servants who are loyal,clean and responsible will be crucial to promoting tax revenue modernization and building a service-oriented government.Performance appraisal is an important starting point for building a strong civil servant team.The construction of a scientific,operational performance appraisal system is necessary to establish a clear direction,which can guide civil servants to have a law-based administration and an innovative play,to provide intellectual support and talent protection for taxation modernization.First,it's important to grasp the essence of performance appraisal.The problems of the performance appraisal system of state taxation bureau of TZ are summed up through the analysis of the questionnaire,such as blurry assessment of cognitive,the absence of assessment strategic planning,the lack of communication in the assessment practice,the design flaws of performance appraisal system and the short-sight of assessment results and other issues.The causes of the problems mainly lie in the limitations of the vertical management system,the biased understanding of the performance appraisal,the deviation of the old administrative concept and the absence of the performance strategic plan.Through the analysis of five posts of state taxation bureau of TZ,the paper initially screened out common job performance indexes and individual index banks.The different levels of evaluation criteria for each indicator are clearly defined.At the same time,the AHP method is used to define weight distribution of the first level indicators and the second level indicators.The optimization of the performance assessment organization,implementation,and application of results is carried out.In order to improve the feasibility and efficiency of the optimization scheme,some necessary safeguards are put forward.By refining and optimizing the performance appraisal system,it is conducive to mobilize the work initiative,enthusiasm and creativity of civil servants,and explore the potential of human resources,and strengthen the quality of tax collection and management.From this perspective,it will enhance the overall performance of state taxation bureau of TZ,which gives full play to the practical value of the research on servicing administration and guiding the grassroots practice.
