Performance management as an important measure to innovate the way of government management,it is not only a management concept,but also a management method.At present,from the Party Central Committee,the State Council to the State Administration of Taxation,performance management has become a key task,and in the process of promoting the modernization of the tax administration system and governance capacity plays an increasingly important role.Since the State Administration of Taxation decided to implement performance management in the whole tax system in 2014,with several years of extensive and in-depth development,performance management has become an important grasp to strengthen the management of tax authorities.However,in the actual operation process,especially in the grass-roots tax authorities,there are still some problems in the implementation of performance management,such as the level of understanding of performance management is not high,the combination of performance appraisal indicators and actual work is not high,evaluation methods are relatively simple,evaluation results are not fully utilized and so on.These problems urgently need Grassroots Tax authorities to deal with them.This paper takes Zhuanghe Taxation Bureau as an example to analyze the problems in its performance management and put forward some suggestions for optimization.Firstly,the questionnaire survey method is used to combine the actual situation of the investigation with the theory of the previous study to understand the implementation background of performance management in Zhuanghe Taxation Bureau.Then through the interview method,with different performance roles in-depth discussion and analysis of the root causes of performance management problems and problems.It concludes that the performance management of Zhuanghe Tax Bureau has some problems,such as low level of ideological understanding,divorced from reality,inconspicuous process control effect,incomplete and objective evaluation results,and inadequate incentive function.In order to solve the problem of performance management of Zhuanghe Tax Bureau,the author uses the theory of objective management,management communication,incentive theory,and makes full use of the advanced performance management experience of other grass-roots tax departments to establish an optimized scheme.The scheme design is based on creating a closed-loop performance management,focusing on all aspects of management,so as to establish a value identification,advanced methods,effective management,multi-evaluation,and strengthen the incentive performance management model.Finally,combining the theory with the practical work of Zhuanghe Taxation Bureau,the specific countermeasures and suggestions for the performance management plan of Zhuanghe Taxation Bureau are formulated.Through improving the performance management environment,optimizing the performance appraisal indicators,strengthening the daily performance management,innovating the performance appraisal evaluation,making full use of the results of appraisal and so on,a scientific and complete performance management system is established,and a new way to solve the performance management problems of Zhuanghe Taxation Bureau is explored.
