Agricultural Commercial Bank Participated In SWOT Analysis Of Agricultural PPP Projects

As a new financing mode combining government and social capital,risk sharing and benefit sharing,PPP mode has been developing rapidly in China in recent years.But this model is now mainly involved in urban infrastructure and industrial areas.The PPP model has been applied in agriculture and rural areas and has been developing slowly.The features of long duration,large capital demand and high risk of agricultural projects can be well matched with the mechanism design of PPP mode "public-private partnership,benefit sharing and risk sharing",which is conducive to project construction and operation.As a joint-stock commercial bank serving agriculture and rural areas,rural commercial Banks have advantages and opportunities to carry out business innovation and promote the application of PPP mode in agricultural projects.Meanwhile,they are also faced with many problems and challenges.Based on the perspective of rural commercial bank,this paper conducts SWOT analysis on the advantages,disadvantages,opportunities and threats of its participation in agricultural PPP projects,and analyzes the advantages of agricultural commercial bank in terms of strong capital strength,wide network distribution and flexible operation mechanism.It has the disadvantages of intensifying liquidity risk,immature operation mode,incomplete operation concept and lack of talents to participate in agricultural PPP projects.With the continuous improvement of national policies,close relationship with the government,the opportunity of rapid growth of agricultural PPP projects,the imperfection of relevant laws,the improvement of credit environment,and the threat of intensifying industrial competition,the SWOT matrix structure is finally obtained.Based on the results of SWOT analysis,corresponding strategic thinking is put forward,including the selection and evaluation strategy of supporting projects,innovation strategy of project financing support mode and comprehensive risk control strategy,and finally a series of strategic Suggestions are provided for agricultural commercial Banks to participate in agricultural PPP projects.
