With urbanization, industrialization and promote market-oriented, various elements of the urban agglomeration, the demands for urban infrastructure are growing. To the city government, urban infrastructure investment design in a single project and the optimization of macro decision-making, performance evaluation, is the need to consider both practical and very important issue. Government, through the measure of the level of urban infrastructure development to reflect the investment in urban infrastructure implementation results, to address the emphasis on "achievement projects", "image projects" and neglects the issue of infrastructure, to ensure that overall urban environmental quality and sustainable development capacity. The state put forward guiding ideology of scientific development concept currently, which calls for a comprehensive, people-oriented perspective to understanding and assessing performance.Therefore, it is positive and practical significance of the results of this research project of urban infrastructure investment program of government investment decisions for the Government to provide a basis for the scientific method and learn.This paper puts the construction the urban infrastructure investment decision-making index system as core and defines the urban infrastructure projects based on accessing largely and studying deep the literatures at home and abroad which are about the urban infrastructure projects and investment decisions. It also analyzes the meaning of government investment decisions. It proposes firstly the index system of the government decision-making of the urban infrastructure projects which contains a comprehensive index layer of three aspects, namely, social effects, equity effects, economic effects through combining with the theory of decision making. And it also establishes the FG algorithm model of the urban infrastructure project decision-making through integrating the Fuzzy AHP and Grey Decision Model.According to the proposed target system, using fuzzy AHP to determine weights, combined with using gray relational model of decision-making operations, this article make Empirical research on the decision of Trunk road in Changsha urban infrastructure construction projects, and the results show that the construction of the FG algorithm decision model is scientific and feasible.Because we can see that the results which we can obtain are what people want from the case if the decision maker's preferences are fair effect, that is satisfaction survey of urban residents decision preferences,and it is due to the special attributes of urban infrastructure-publicity.
