The Research About Construction Engineerirng Trading Mechanism To Choose Optimal And Strong

Bidding is a generally used,organized competitive market transaction behavior with the principles of openness,fairness,justice and merit.As construction project has been booming in China,tendering and bidding have become the main way for owner to choose contractor.With the perfecting of our country's bidding legal system,the behavior of participants in bidding activity become specification step by step.But sometimes the bid winner is not the optimal bidder.The bid winner is optimal or not directly affects the project benefit,social and economic benefits.Due to the popularity of bidding system in our country is relatively late,when China reformed and opened up initially,behavior of participants in bidding activities is lack of standardization influenced by economic system.Most of research about bidding is based on that behavior of participants in bidding activities is lack of standardization and research about how to choose the optimal bidder and establish a mechanism to choose optimal and strong is rarely.The main purpose of this paper is to establish a mechanism to choose optimal and strong and help choose the bid winner scientifically and efficiently,based on research about international procurement rules and advanced practice in developed countries.Chapter one reviews the research domestic and abroad around mechanism construction,prequalification,bid evaluation method and supervision method,proposes the lack in bidding theory research and puts forward the main content and technical route.Chapter two compares and analyzes bidding mode domestic and abroad,organizes bidding development history and present situation in our country,analyzes the main characteristic of four international procurement rules,the way that world bank and FIDIC organization choose consultant,and characteristics and status of bidding in western developed countries,and builds the foundation for the establishment of mechanism to choose optimal and strong.Chapter three establishes the mechanism to choose optimal and strong.The mechanism consists of primary contractor mechanism,evaluation and decision separated mechanism and differentiating the evaluation mechanism.Chapter four establishes safeguard measures for the mechanism.Safeguard measures include improving government supervision mechanism,structure of the construction industry and reforming bidding substitute system.Through the establishment of construction engineering trading mechanism to choose optimal and strong,the paper enhances the accuracy and provides a better way and platform to choose bid winner.Through the establishment of safeguard measures,the paper effectively regulates the behavior of participants in bidding activity,improves the work efficiency and provides safeguard for bidding activity.
