Study On The Bullwhip Effect In IT Service Outsourcing Supply Chain Based On System Dynamics

As an important part in the service industry,the IT service outsourcing industry has played more and more significant effect in the industrial value chain,and talent as the carrier of knowledge to become the core elements of IT service outsourcing supply chain.According to the needs of the business and the different delivery models,IT service outsourcing supply chain includes both the delivery of intangible knowledge services and the circulation of IT technical personnel,the interaction between the two causes the bullwhip effect in the supply chain is different from that of the traditional manufacturing supply chain,which makes the bullwhip effect of the supply chain system more complicated,and the measurement is different from the general supply chain.The existence of the bullwhip effect makes the supply chain service ability fluctuates greatly,the talent stock supply and demand does not match,Resulting in inventory accumulation,the ability to waste,the entire supply chain operation inefficient,weaken the competitiveness of enterprises.This paper studies the existence and influencing factors of bullwhip effect in IT service outsourcing supply chain by means of system simulation.Combined with the simulation results propose the measures and countermeasures to weaken and control IT service outsourcing supply chain bullwhip effect.Lay the foundation for further study of the theory and method of IT service outsourcing supply chain.And provide the theoretical support for the software outsourcing enterprises to improve their own management system,expand the core competitiveness.First of all,through the literature review method summarizes the main business process of IT service outsourcing,and the architecture and characteristics of IT service outsourcing supply chain.Analysis the existence and influence of the Bullwhip Effect in IT Service Outsourcing Supply Chain.Second,The dynamic simulation model of IT-SOSC bullwhip effect system was established and the validity test was carried out.Firstly,the interaction between each process of IT-SOSC service process is analyzed qualitatively by the causal relationship feedback diagram of each node.Then the relationship between the equations is quantitatively set,the simulation model of IT-SOSC bullwhip effect is constructed by system dynamics software Vensim.Finally,the parameters and models are validated.Third,the model is simulated by VENSIM,and the existence and influencing factors of the bullwhip effect are verified.Under the different demand conditions,the existence of the bullwhip effect is verified by the backlog of the talent pool,the accumulation of the service order rate and the fluctuation of the order rate.Then,by changing the variables and parameter setting in the model,the main influencing factors of the bullwhip effect are found out from the aspects of the demand information transmission,the adjustment of the service ability and the size of the talent recovery rate.Finally,According to the influencing factors of the analysis,the countermeasures to alleviate the bullwhip effect in the supply chain are proposed.Mainly from the demand information,service and management capabilities and supply chain structure in several aspects,for IT talent outsourcing service providers to propose the management of talent inventory measures,for the intangible service providers to manage the service capacity of the measures,as well as the upstream and downstream nodes to cooperate measures to ease the IT-SOSC bullwhip effect.
