Current Situation And Countermeasure Of Agricultural And Industrial Specialized Cooperatives In Xinjiang Corps

Farmer specialized cooperatives is a new type of rural cooperative economic organization developed by the gradual realization of agricultural modernization in China.It can be seen from the development of specialized farmer cooperatives in China that the development of specialized agricultural cooperatives has been rapid in recent years.To herd the comprehensive reform of the corps,the central specially issued the no.3,2017 file,which is put forward,to cancel "WuTongYi",establish the market main body status of the "company",to adapt to the modern agricultural development,speed up cultivating new type of agricultural management main body,promote ChanJiaXiao integration and the 123 industrial convergence development.We will encourage grassroots workers to develop family farms and agricultural and industrial cooperatives,and take charge of processing enterprises for agricultural products.We will encourage cooperatives in unified fields to form industrial associations and expand their scale of operation.We will actively explore the business model of "leading enterprises,cooperatives and workers" and form a joint mechanism for the interests of agricultural industrialization.The state's policy of supporting the development of specialized farmers cooperatives also applies to the agricultural workers' cooperatives of the corps.Taking Shihezi area as an example,this paper analyzes the current situation of agricultural and industrial cooperatives in Xinjiang Corps,and summarizes the policy response,talent structure and operation mechanism of agricultural and industrial cooperatives in Xinjiang Corps.On the basis of cooperative economy theory,agricultural industrialization management theory,collective action theory and transaction cost theory,this paper firstly summarizes the overall situation of the development of agricultural and industrial cooperatives in Shihezi area,analyzes the current situation of the development of agricultural and industrial cooperatives in Shihezi area,and sums up the following conclusions: Xinjiang Corps' agricultural and industrial cooperation The society is mainly small and medium-sized,and its service range is concentrated.It is in the transition stage from primary to intermediate level.However,relevant supporting policies such as financial support and scientific and technological services faced by the agricultural and industrial professional cooperatives of each division of the corps have not been implemented as soon as possible.Imbalance between supply and demand,imperfect development mechanism,non-standard financial management,non-standard internal management,and low level of comprehensive development;A series of problems and crises were solved,such as the lack of learning opportunities for members and the general lack of professional talents to manage the specialized agricultural and industrial cooperatives.This study proposed a variety of countermeasures for the benign development ofagro-industrial professional cooperatives in the corps.Second,at the level of universities and scientific research institutions,personnel training should be strengthened,professional management echelons should be established,and the trend of development of professional personnel training and development should be promoted.Third,enhance the strength of comprehensive development,enhance market competitiveness,improve the management mechanism,healthy and standard development;Fourth,relying on "Internet(e-commerce)+" and leading enterprises,to achieve takeoff.
