Study On The Restriction Factors Of Agricultural Science And Technology Achievements Diffusion In Jilin Province

As is known to all,agriculture is the foundation of the national economy.In recent years,however,agricultural land has not been increased by the development of agricultural modernization,and China has released the "two-child policy",so that the demand for grain will face new challenges in the future.With the rapid development of science and technology,the combination of technological innovation and agricultural development has become the key to solve China's agricultural problems and improve our agricultural international competitiveness.Jilin province,according to the data,as a large agricultural province,has excellent agricultural resources endowment,but the diffusion rate of agricultural scientific and technological achievements is lower than the average level of our country,which is far from the developed countries.Therefore,to find effective solutions and effective measures to the diffusion of agricultural science and technology achievements in Jilin Province has a realistic significance for Jilin Province to carry out the strategy of innovation driven development,to improve the contribution rate of agricultural science and technology to economic growth,and to enhance agricultural comprehensive competition strength.Through field investigation,it's found that in recent years the governments at all levels significantly strengthen the support for the diffusion of agricultural science and technology achievements.There has been a marked improvement in technology,capital investment and talent development.The diffusion effect of agricultural science and technology achievements is enhanced.All of these have played a great role in promoting the development of modern agriculture in Jilin Province.Of course,many problems are highlighted in the diffusion process,mainly in the following three aspects: First of all,the overall coordination mechanism is not sound;second,the dynamic mechanism is unreasonable;third,the market environment is not perfect.In order to solve the above problems,promote the Jilin Province agricultural diffusion of scientific and technological achievements,this paper through the literature study and expert interview method determines the 22 restriction factors of Jilin province agricultural science and technology achievements diffusion,and through the Delphi method for restricting factors,it generates experts play table assignment.After a survey of 60 experts from the academy of agricultural sciences,agricultural machinery,Jilin Agricultural University and Jilin University,the adoption the data reliability and validity of inspection and grey correlation analysis method were analyzed,and it finally reveals the main factor of restriction of Jilin province agricultural diffusion of scientific and technological achievements,the influence degree and deep-seated problems.The results show that in the analysis of research and development of subject,the promotion of subject,adopt main body,government,business,capital,achievements and other factors,such as analysis,government,capital and promotion of subject factors on the influence degree of the Jilin province agricultural diffusion of scientific and technological achievements are in the top three.In the analysis of 22 factors,imperfect incentive mechanism of science and technology,the risk investment mechanism is not sound and extension personnel service level low for Jilin province agricultural science and technology achievements diffusion restriction degree is relatively large.Based on the above conclusions,this paper puts forward the following solutions: Firstly,based on the results of the two paths of government and market,the incentive mechanism for agricultural scientific research and innovation is established;Secondly,based on the establishment of a diversified financing system,the investment risk transfer mechanism and the withdrawal mechanism of venture capital are constructed;third,starting from the agricultural science and technology popularization system,the reform of agricultural science and technology system in Jilin province is comprehensively promoted.
