| Nowadays,the economic situation in various countries are in the adjustment of recovery.Innovation has become an important engine to guide the economic and social progress in all countries,China's economic development enter into the new normal,facing greater difficulties and challenges in the transfer structure,transfer mode,promotion and other aspects.Beijing-Tianjin-Hebei region is China's third growth pole,which has a wealth of innovative elements,shouldering the great historical mission of leading our country to participate in a new round of industrial revolution and scientific and technological competition.But it has not balanced economic development,poor mobility of innovation elements and low conversion rate of innovation achievements and weak cooperative innovation ability.These problems hinder the overall innovation capability of BeijingTianjin-Hebei region.How to transform the advantages of innovative elements into the advantage of international competition,how to maximize the release of innovative elements,so as to create a pattern of collaborative innovation,which is an urgent problem need to solve in Beijing-Tianjin-Hebei region.Based on this,this paper systematically reviews the relevant literature and theory of innovation elements configuration,deeply analysis on the mechanism of innovation effect of innovation factors,and expound the development trend and spatial structure of the innovation elements configuration in Beijing-Tianjin-Hebei region.And using spatial econometric methods to analyze the spatial correlation of Beijing,Tianjin and innovative elements of the configuration,cross regional innovation effect,thus proposing the effective mechanism of the cross-regional innovative elements configuration in Beijing-TianjinHebei region.The results are as follows:First,in recent years,the status of innovative elements configuration has significantly improved in Beijing-Tianjin-Hebei region.The degree of cross-regional CEEUSRO cooperation is growing.But there are also many problems such as low level of innovation,a large number of scientific and technological achievements,and so on.Secondly,the innovative elements of the configuration level showing a polarization effect of Beijing,Tianjin area,posts and telecommunications business proportion,the per capita GDP and the proportion of science and technology investment has significant positive effect on the regional innovation output,but the spillover effect is not significant,the effect of higher school enrollment in the local area and adjacent areas are significantly negative.Again,the economic effect and social effect of the innovation factor allocation level to the local area and its adjacent region is significantly positive,but it has little influence on the neighboring area.The loan level of financial institutions and the level of investment in fixed assets only have a positive impact on the economic effect of the local area.The level of foreign investment has a positive impact on the economic effects of the local area and the neighboring areas.The level of economic development has a negative impact on the social effects of the region and its adjacent areas.The level of industrial structure has a positive impact on the social effects of the region and its neighboring areas,and the impact of human capital level is not significant.Finally,from the sound of innovative elements in cross flow mechanism,establish three scientific and technological achievements transformation and sharing mechanism and improve the mechanism of ecological economy,association and puts forward relevant policy suggestions. |
