Nowadays, international economic recovery in the depth adjustment, gives birth to a new round of industrial revolution and technology revolution, creates many new technologies, new industries and new forms and new economy, organization form and activity way of science and technology innovation has occurred profound changes, the trend of integrative development among science and technology, economy and society is strengthening, innovative development has gradually become the core of international economic and social progress. Along with our country economy entering the new normal growth, the phenomenon of “superposition of multiple” about shift of growth speed, pain of structural adjustment, transformation of development mode and digestion of stimulus policy is obvious,economic development still faces many difficulties and challenges in the future. This trend indicates that innovation must be allowed to become a new engine of driven development to promote economic structural adjustment, paying more attention to technological innovation, collaborative innovation and total innovation and releasing fully the potential of technological innovation and effect to improve the quality and efficiency of economic development.As the core demonstration area for our country participating international competition and promoting collaborative innovation, Beijing-Tianjin-Hebei region is one of the richest intellectual resources of science and technology, the most abundant industrial base, and the most innovative vitality and potential. However, Beijing-Tianjin-Hebei region as a whole,compared with the typical economic zones at home and abroad, has encountered a number of outstanding issues, such as low level of integration and marketization, unbalanced economic development etc. At the same time, it is also facing some problems that regional innovation elements can not be shared with clockwise, the conversion rate of innovation achievements is low, the convergence of industrial chain and innovation chain is insufficient, the ability of collaborative innovation is not strong. Beijing-Tianjin-Hebei region is as an important carrier of national innovation strategy, to become a demonstration area of innovation-driven economic growth, to lead and support a new engine of national economic and social development, to build a strong world-class city group of international competitiveness and influence. Achieving these goals will depend on whether the enrichment of scientific and technological resource can change into international competitive advantages of industry, to maximize the effect of the release of scientific and technological innovation, to form a pattern of collaborative innovation, to create innovativedevelopment strategic high ground of leading the country and radiating the surrounding.Throughout the relevant literatures at home and abroad, the researches of regional science and technology innovation mostly focused on technology innovation mechanism,technology innovation efficiency, technology innovation ability, allocation of technology resources, diffusion effect of science and technology innovation. Previous studies involved scientific and technological innovation effect, but mostly concentrated on a certain effect of technological innovation, lacked of a comprehensive discussion of the combined effects of scientific and technological innovation. Therefore, this paper, cutting into this proposition, based on innovation-driven strategy, will refer the related theories of technological innovation to analysis the effect and mechanism of the regional scientific and technological innovation.This paper divides the effects of technological innovation into space spillover effect, synergistic effect of innovation and regional growth effect in three dimensions;expounds interaction mechanism, action mechanism and logic relationship of the effect of scientific and technological innovation and builds analytical framework of science and technology innovation effect including microscopic path, meso path and macro path;On the basis of combing the development trend,ability and efficiency of technological innovation, uses synthetically space measurement methods, the composite synergy degree model and dynamic time series model, concentrate on implementation results and restricting factors of the spatial spillover effect, synergistic effect and growth effect of technological innovation,promotes mechanisms and policy framework of effects of science and technology innovation in Beijing-Tianjin-Hebei region.Content of the paper is divided into nine chapters, and the third, fourth, fifth, sixth,seventh, eighth chapter are the key points. The first two chapters summarize background,purpose and meaning of the selected topic, expound thought, contents, methods and innovations of the research, refer the related theories of technological innovation and regional development, comb and review the related studies of science and technology innovation at home and abroad and innovation development of Beijing-Tianjin-Hebei region to establish the basis for further research. Subsequent chapters focus on the implementation mechanism and research framework of technology innovation effect,analysis empirically the innovation ability and innovation efficiency of Beijing-Tianjin-Hebei region, study and measure the spillover effect, the synergy effect and the growth effect of technological innovation of Beijing-Tianjin-Hebei region, and explore protection mechanisms to enhance the technology innovation effects of Beijing-Tianjin-Hebei region. The last chapter sums up the main conclusions, shortage andfurther expansion direction for this paper.The main achievements and innovations of the paper are as follows:(1) Model building. On the basis of dissecting formation conditions and connotation characteristics of technological innovation effects, the paper divides the effects of technological innovation into space spillover effect, synergistic effect of innovation and regional growth effect in three dimensions, describes deeply interaction mechanism, action mechanism and logical relationship of technological innovation effects, structures the theoretical framework of technological innovation effects from micro path, meso path and macro path three levels.(2) Empirical analysis. focusing on three aspects: First, the paper analyzes development status and trend of technological innovation of Beijing-Tianjin-Hebei region,and sketch spatial feature and evolution trend of technological innovation of Beijing-Tianjin-Hebei region; Secondly, the paper probes into ability and structural characteristics of technological innovation of Beijing-Tianjin-Hebei region from practical capability, transform ability and potential energy of science and technology;The third, the paper using data envelopment analysis(DEA) to analyze resource allocation efficiency and evolution pattern of technological innovation of Beijing-Tianjin-Hebei region.(3) Theoretical verification and path explorationⅠ. This part of the paper analyzes and measures innovation elements concentration and space spillover effects of technological innovation in Beijing-Tianjin-Hebei region, firstly introduces space agglomeration and spatial Gini coefficient method to calculate the spatial distribution and agglomeration degree of innovation elements of enterprises, universities and research institutions in Beijing-Tianjin-Hebei region;uses the Moran I method to analysis since spatial correlation and agglomeration features of innovation efficiency of various innovation main bodies in Beijing-Tianjin-Hebei region;makes use of spatial econometric model to discuss mainly the spillover effect and influencing factors of innovation elements agglomeration for various innovation main bodies in Beijing-Tianjin-Hebei region.(4) Theoretical verification and path explorationⅡ. This part of the paper analyzes and measures the synergistic effect of Beijing-Tianjin-Hebei innovation system, firstly elaborates factor structure of regional collaborative innovation system and establishes index evaluation framework of regional collaborative innovation system form resources support, knowledge creation, collaboration configuration, innovation performance,innovation environment;uses compound system model to measure empirically the order degree and the overall coordination degree of each subsystem of Beijing-Tianjin-Hebei and discussing synergistic effect and evolution law of Beijing-Tianjin-Hebei innovationsystem.(5) Theoretical verification and path explorationⅢ. This part of the paper analyzes and measures the dynamic effect between technological innovation and economic growth for Beijing-Tianjin-Hebei, firstly elaborates deeply on the interaction among scientific investment, technology stock and economic growth from the overall level and regional level, and uses VAR model to test empirically the dynamic effects and impact mechanism of scientific investment and technology stock for Beijing-Tianjin-Hebei economic growth.(6) Security mechanism. This part of the paper focuses on institutional mechanisms to enhance technology innovation effect for Beijing-Tianjin-Hebei region, puts forward that perfecting the cross-flow mechanism for innovation elements, building the transformation and sharing mechanism for scientific and technological achievements, completing the related mechanisms for the regional technology with economy, making regional synergy innovation mechanism, structuring multicultural science and technology investment and financing mechanism, innovative personnel training system and technology management system and so on.
