Government purchasing public transport services is a new way for the government to provide public services.It is a new exploration of the combination of welfare and marketization of public transport.It plays a great role in promoting the supply of public transport and the improvement of the level of public transport services,thus establishing the dominant position of public transport in urban transport.Compared with the simple government subsidies and government compensation in the past,government purchase has greater initiative,promotes fair competition,stimulates market vitality and benefits urban residents.However,the way the government adopts the purchase,the standard at the time of purchase,and how to improve the service efficiency of urban public transport effectively are crucial,which will bring a series of new issues to the government and enterprises,but now it is still in the stage of exploration and innovation.Competitive bidding is an operational mode in which the government purchases bus services.This model combines competition and regulation effectively.It can not only avoid the inefficiency of enterprises caused by public monopoly through competition but also eliminate vicious competition through management regulations.In order to enable competitive bidding to operate efficiently and to encourage bidders to improve service levels as much as possible,the research should be conducted on issues that need to be addressed in competitive biddings such as the choice of the number of enterprises,the determination of subsidy levels,and the specification of operating hours.Reasonable standard regulations and related measures can help the government achieve the purchase target effectively.Firstly,set up the government's relevant norms and standards in competitive bidding,and the bidding enterprises compete for certain bus line operation rights based on service level;secondly,in order to facilitate the construction and analysis of the model,the service level evaluation function is established by using departure interval;thirdly,the cost composition in the operation of urban conventional bus enterprises is analyzed,and different methods are used.The formula is used to calculate the passenger volume of public transport.Then,the corresponding passenger volume function is established based on the service level and fare level.At the same time,the score function of bidding enterprises is established by using the difference between the service level promised by bidding enterprises and the service level standard stipulated by the government,and the demand allocation function is established to determine the probability of each bidding enterprise selected.Considering the relevant revenue in the operation of urban conventional public transport enterprises,such as government subsidies,fare income and other income,combined with the demand distribution function,the expected revenue model of urban conventional public transport service bidding enterprises is constructed.According to the model solution form belongs to the multivariate non-linear equations,so we choose to use the Matlab software to solve it.According to the model,the solution form belongs to the multivariate nonlinear equations,and the thesis chooses to use Matlab software to solve.Finally,the design example is used to solve the model concretely combined with the actual operation status of urban conventional public transportation in Nansha District of Guangzhou in 2011 and both one-parameter and twoparameter analysis are also carried out respectively.This paper draws the following conclusions:(1)The model established and the solution method designed in this paper can help the government to operate the competitive bidding operation mode of urban conventional public transport services reasonably and effectively.(2)Compared with the pre-introduction,the introduction of competitive bidding operation mode of urban conventional public transport service improves the service level of urban conventional public transport,which is in line with the original intention of the government.(3)The service level and expected revenue of bidding enterprises are positively correlated with the increase of ticket price and subsidy level stipulated by the government,and negatively correlated with the increase of daily operation time stipulated by the government.(4)The service level and expected revenue of bidding enterprises increase with the increase of other income and service level mean,which is positively correlated;and decrease with the increase of their own operating costs and service level variance,which is negatively correlated.(5)Among the relevant provisions of competitive bidding for government urban conventional public transport services,the level of ticket price has the greatest impact on the service level of bidding enterprises,followed by the subsidy level,and finally the daily operating time stipulated by the government.For the operating profit of bidding enterprises,the effect of subsidy level is higher than that of ticket price level.The research of the thesis takes into account the differences in the composition of urban public transport services and expands the existing service procurement research,making it suitable for competitive bidding of public conventional bus services,also making up for the shortcomings of existing theoretical research.This thesis provides an appropriate theoretical basis for better procurement of public transport services.
