Research On The Way Of Mapping Public Service Supply

Geographic information resources attained by surveying and mapping activities are the fundamental resources for national security, economic construction and social development. At the national level, public products of surveying and mapping relate to territorial sovereignty, military strike and national boundary survey etc; in the aspect of economic construction and social development, they are important tools and evidences for government to make scientific decisions, for example, overall national spatial layout, ecological management, urban planning and construction, railroad, new country side construction, urban safety and emergency etc all need surveying and mapping products to provide service guarantee; at the level of people, people’s tourism and consumption, daily travel, business activities, mobile location and geographical knowledge study etc are all realized based on public products of surveying and mapping collected, processed and refined by surveying and mapping activities.When the economy in our country enters to a new normal development stage, economic development mode and structure are all making further adjustment and the requirement for public products of surveying and mapping from national construction and social development is presenting new development trend in both quantity and forms aspects. At the moment, there are still a lot of problems existed in supply of surveying and mapping public service, for example, service supply rate is not high enough and there is still gap between product supply and demand from content to forms and long-term and stable mechanism has not been formed in supply of surveying and mapping public service market etc. In view of the new development trend, how to effectively dock with new surveying and mapping public demands, further expand supply range of surveying and mapping public service, improve supply efficiency and enrich supply content is an issue for surveying and mapping administrative departments to consider about and solve urgently. This article proposes suggestions for improvement of our surveying and mapping public service channels on the basis of related theories of public service supply and practical characteristics of surveying and mapping public service and through analysis of problems existed in surveying and mapping public service and summarizing successful experience of developed countries abroad. Based on this, the research content consists of five parts. First part is core concept and basic theories, which make research and exposition from two aspects. The first aspect is mainly make definition and elaboration for related concepts of public service and surveying and mapping public service; the second aspect mainly studies and demonstrates the evolution of public service supply theory and makes an overview of theoretical basis and the advantages and disadvantages of public service government supply, market supply and mixed supply. Second part firstly makes analysis of demand situation faced by surveying and mapping public service, then makes summarization for management system and mechanism of surveying and mapping public service, supply mode and supply situation of surveying and mapping public products. The third part systematically studies and proposes some big problems existed in current surveying and mapping public service supply and makes deep analysis of root cause for problems. The fourth part mainly exemplifies current supply status of surveying and mapping public service in developed countries, summarizes and proposes experience for supply channel of our surveying and mapping public service. The fifth part summarizes and proposes general idea of improving surveying and mapping public service supply in China on the basis of above research, which is to confirm multi-supply development target for surveying and mapping public service on the basis of insisting on principles of security and fairness; proposes the guarantee system that should be built to reach this target; and proposes recommendations to realize public service multi-supply from the perspectives of government, market and third departments and looks forward to providing references to improve the general level of surveying and mapping public service in China.
