Non-governmental Environmental Protection Organizations And The Government Cooperate In Research On Environmental Governance

Since the reform and opening up,China has made remarkable achievements in economic development and environmental problems have become prominent.In the face of increasingly severe environmental problems,although the Chinese government on environmental governance work showed great determination and courage,but still failed to the overall trend of fundamentally curb environmental degradation,environmental commitments and environmental performance gap still exists.At the same time,the non-governmental environmental protection organizations made great achievements in environmental governance and become the core force of public participation in environmental protection.Therefore,the influence of ENGOs on the government is expanding and cooperation with the government is increasing.Based on the governance theory,resource dependence theory,and citizen participation theory as the theoretical basis,the selection of Nanjing Green Stone Environmental Protection Center(hereinafter referred to as the'Green Stone'),a private environmental group as a ease study object.According to the idea of 'Why to cooperate--What to cooperate--How to cooperate',the specific cooperation between it and the government is discussed.First of all,this paper analyzes the realistic basis of the cooperation between Green Stone and government from the perspective of logical conditions,environmental conditions and operating conditions,namely,'why to cooperation'.Secondly,this paper outlines the four dimensions of Green Stone to cooperate with the government's content,namely Green Stone 'what to cooperate with the government',including the environmental policy,environmental information disclosure,environmental supervision,research and social service environment.At the same time,according to the time and the internal logic relationship,this paper illustrates the Green Stone in the process of cooperation with the government of four phases:gestation phase of cooperation,to establish relations of cooperation,cooperation and maintain cooperative relations phase respectively take cooperation strategy,namely Green Stone 'how to cooperate with the government'.In the fourth part of this paper,from the content of Green Stone and government cooperation,the problems existing in the cooperation process are analyzed.The main problems faced by Green Stone in presenting environmental policy proposals to the government are limited participation,insufficient participation and lack of influence.Narrow sex and content of environmental information disclosure responsibility the main body of low-quality nature and scope of an exception are constrained Green Stone push government environmental information disclosure and supervision of the government to promote the effect of enterprise environmental information disclosure;The field investigation resistance is large,the local government's response to the report is insufficient,and the enterprise rectification effect is not ideal,which greatly reduces the effectiveness and enthusiasm of Green Stone e to submit environmental investigation report to the government.Inadequate laws and regulations,unreasonable financial system,imperfect supervision system,and unstandardized evaluation mechanism restrict the government's efforts and validity to purchase environmental social services from Green Stone.In this paper,the last part of the view and combined with the research of other scholars,present situation of the cooperation with the government in the Green Stone reflects the current status of folk environmental protection organization and the government cooperation,from two aspects of the government and private environmental protection organization,try to optimize the environmental governance of the cooperation between folk environmental protection organization and the government in countermeasures and Suggestions are put forward.They need to work together.On the one hand,the government should build an institutional environment conducive to the cooperation between the two sides.On the other hand,non-governmental environmental organizations should strengthen their own construction and enhance their cooperation ability.Only this can truly realize the benign cooperation between ENGOs and the government.
