With the rapid advancement of urbanization and rapid development of industrialization in China,serious haze pollution has also attracted the attention of all sectors of society.Haze pollution is mainly composed of PM2.5?particulate matter with aerodynamic equivalent diameter less than or equal to 2.5 microns?,the"culprit".In 2013,the National People's Congress promulgated the law on the prevention and control of air pollution.In 2017,it was included in the central government work report.At the fourth plenary session of the 19th central committee of the communist party of China?CPC?in 2019,general secretary xi put forward that"local governments should implement a strict ecological and environmental protection system"and emphasized the responsibility consciousness of local governments in environmental protection.However,according to the China bulletin on the state of the ecological environment,64.3 percent of 338 cities in China failed to meet the environmental air quality standards in 2018.China's air pollution situation is still grim,and local governments,as the leaders and core participants in China's haze pollution control,have made their efforts worth studying.Under the background of the society deepening the concept of green development and the government persisting in tackling pollution,the environmental governance behavior of local government has aroused wide concern and research in the academic circle.Based on the research on haze governance at home and abroad,foreign scholars pay more attention to the causes of haze,while domestic scholars pay more attention to the research on haze governance,but the effectiveness of local governments in haze governance needs to be comprehensively studied.Based on the data of 30 provinces and regions in China from 2003 to 2016 and217 cities from 2007 to 2016,this paper empirically investigates three theoretical hypotheses about whether government environmental governance can effectively control haze from the perspectives of channel difference,spatial correlation and threshold effect.The research shows that the local government's environmental legislation and investment have a significant effect on haze control,but the environmental law enforcement has not effectively reduced haze pollution.Local haze pollution is aggravated by the"race to the bottom"of environmental protection legislation through environmental protection policies in neighboring regions,while environmental investment in neighboring regions reduces local haze pollution through spatial overflow of haze control.At the same time,it is found that local governments'environmental governance has significant effects on the treatment of haze pollution in their own areas,such as the threshold of science and technology level and the threshold of urbanization level.When the regional science and technology level or urbanization level is high,local governments'environmental governance behaviors can significantly promote the treatment of haze.The opposite is true.Therefore,this paper has certain reference value for the local government's behavior in environmental governance,to improve the local government governance level of haze.
