Research On The Efficiency Evaluation Of Environmental Protection Public Services In Qingdao

Ecological civilization construction has been integrated into the overall structure of socialist construction.Its future development goal is to create "beautiful China".This is a major strategic decision to implement the scientific concept of development.To improve efficiency,we can effectively use environmental manpower,material resources,and financial resources,so that we have more resources to invest in environmental protection services and further promote fairness.Therefore,research on the efficiency of environmental protection public services is one of the important aspects of environmental protection and public service research.This paper first constructs the environmental protection public service index system based on the research purpose and data availability.Then,in order to study the development trend of Qingdao's environmental public service efficiency and its level in the country,this paper selected 17 cities that are comparable to Qingdao City and used a descriptive statistical method to analyze the city of Qingdao from 2007 to 2015.The changes in the efficiency of individual environmental public services are compared with these cities.Then,the super-efficiency DEA method was used to calculate the overall efficiency of environmental public services in Qingdao over the years and to compare vertical and horizontal,and further use of ML index to analyze the dynamic changes in efficiency.Through empirical analysis,this paper draws the following conclusions: Through empirical analysis,this paper draws the following conclusions:(1)Qingdao's environmental public service efficiency has increased year by year.(2)There is still a gap between the efficiency of environmental public services in Qingdao and advanced cities.(3)There are differences in the efficiency of various services,and sewage treatment,greening,waste disposal and waste treatment need to be improved.(4)Industrial wastewater treatment facilities and sewage treatment facilities have the problems of idle capacity and insufficient input redundancies,causing different reasons for the problems.Then put forward relevant policy recommendations for efficiency improvement:(1)Emphasize the improvement of scale efficiency.(2)Maintain the increase of pure technical efficiency.(3)Pay attention to the efficiency improvement of backward projects such as sewage treatment,greening,waste disposal and waste treatment.(4)Implement specific efficiency improvement measures according to different conditions of the project.
