In recent years,although the CPC central committee and governments at all levels have intensified efforts to prevent and control environmental pollution,the situation of environmental pollution in China is still severe.In 2018,the ministry of environmental protection issued a statement on the state of China's ecological environment,indicating that nearly two-thirds of the country's cities had substandard air quality.Strengthening local governments' environmental governance is an important measure to implement the national environmental protection policy and challenge environmental pollution.However,corruption,especially in the field of environmental protection,seriously hinders the development of environmental governance by local governments.Environmental corruption cases,such as the qinling environmental corruption case,remind us that the situation of environmental protection and anti-corruption is still severe.Therefore,it is of great practical significance to study the impact of corruption on local government's environmental governance under the background of the CPC central committee continuously intensifying anti-corruption efforts,improving local government's environmental governance capacity and deepening the "battle against pollution".The specific research of this paper is as follows: firstly,through the manual collection and collation of data related to corruption,environmental protection investment,environmental protection legislation and environmental protection law enforcement in six provinces and 63 cities in the central region,this paper objectively describes the corruption problem and the current situation of environmental governance in the central region.Secondly,in terms of theoretical analysis,this paper constructs the mechanism of channel difference and threshold effect of corruption on local government's environmental governance through systematic theoretical literature review and practical analysis.Then,on the basis of theoretical mechanism analysis,this paper makes an empirical study on the relationship between corruption and local government's environmental governance and relevant theoretical mechanism by using panel data of 6 provinces and 63 prefecture-level cities in central China from 2007 to 2016,panel co-integration,panel threshold and other estimation methods.The research shows that for the six central provinces,corruption is not conducive to the improvement of local government's environmental governance,and its negative impact on regional environmental legislation and law enforcement should be relatively significant,while its negative impact on environmental investment may be relatively weak.The research at the prefecture-city level further finds that the impact of corruption on the local government's environmental governance has significant per capita income and corruption threshold effect: when the per capita income level is low or the corruption level is high,the negative impact of corruption on the government's environmental governance is very significant;The opposite is true.Finally,this paper puts forward corresponding policy Suggestions from three aspects,namely,economic transformation,environmental protection law enforcement improvement and environmental supervision mode optimization,to curb environmental protection corruption and improve local government's environmental governance capacity.This study enriches the relevant theories of anti-corruption and government environmental governance,and provides a useful reference for local governments to eradicate corruption in the field of environmental protection,optimize the performance assessment objectives of local governments in six central provinces,and reconstruct a more complete government environmental governance system.
