Research On Financial And Tax Policies To Promote The Cooperative Governance Of The Ecological Environment In Beijing,Tianjin And Hebei

Strengthening the construction of ecological civilization,fighting the battle of pollution prevention and control,protecting green water and green hills,breaking down the obstacles of ecological environment and realizing the healthy and sustainable development of the region are the key and difficult points of the current reform.Beijing-Tianj in-Hebei region,as a well-planned pole of economic growth in China,bears the burden of a new engine of economic growth in the future.However,the environmental pollution situation in Beijing-Tianj in-Hebei region is severe,and the carrying capacity of ecological environment is close to the limit.It is urgent for the three regions to unite to collaborate governance,exert joint efforts and make up for the shortcomings of ecology.Therefore,It is of great significance to study the collaborated management of ecological environment in Beijing-Tianj in-Hebei region for the efficient allocation of financial resources,the optimization of regional ecological pattern and the promotion of Beijing-Tianj in-Hebei integration.For a long time,China's extensive economic development model has caused serious damage to the ecological environment.Long-term accumulation of ecological environment problems in Beijing-Tianjin-Hebei region is not easy to solve,so it is urgent to carry out drastic ecological environment management.Because the ecological environment has the characteristics of public goods and externalities,the government departments should take the lead in the ecological environment governance.As the foundation and important pillar of national governance,finance plays a decisive role in the process of ecological environment governance.Fiscal and taxation policy is the inevitable choice for Beijing,Tianjin and Hebei to carry out ecological environment governance.It is not only conducive to the improvement of ecological environment quality,but also has important practical significance for improving fiscal and taxation policy and financial and taxation system.Based on the analysis and consideration of the problems and causes of the ecological environment in Beijing-Tianjin-Hebei region,this paper takes the practice of the collaborated management of the ecological environment in Beijing-Tianjin-Hebei region as the research object,makes a comprehensive analysis of the fiscal and taxation policies of the collaborated management of the ecological environment in Beijing-Tianjin-Hebei region through literature research and policy combing,and digs deeply into the possible fiscal and taxation policy problems,put forward the idea of finance and taxation and policy suggestions to promote the collaborative management of ecological environment in Beijing,Tianjin and Hebei.
