Research On The Government's Countermeasures To Resolve The Contradiction Between Supply And Demand In The Shipbuilding Industry

At the beginning of the new century,the global ship demand was unprecedentedly prosperous.With the help of the opportunity,Chinese shipbuilding industry developed rapidly.In 2010,the three shipping building indexes first jumped to the world's first.But at the behind of the achievement,we should realize that shipbuilding industry market mechanism is imperfect.It can't satisfy all the prerequisites that market mechanism required.So Chinese shipbuilding industry can't get rid of the contradiction between supply and demand.In order to remedy the market imperfection,the government should play an important role.But unfortunately,Chinese government has no effective measure on shipbuilding industry development.Due to the imperfection of market mechanism and the absence of government,the contradiction between supply and demand is very serious on Chinese shipbuilding industry.Especially after the international financial crisis,the problem of overcapacity is very serious.The contradiction between supply and demand has seriously disturbed the steady development of Chinese shipbuilding industry.Based on the perspective of the government,this paper taking he contradiction between supply and demand of ships for research objects.And mainly studies the mechanism of the contradiction between supply and demand and the countermeasures taken by the government to resolve the contradiction.Firstly,the contradiction between supply and demand of shipbuilding industry is found by analyzing the main operation data of international shipping market.Then,from theoretical and practical perspectives respectively,discover the inevitability of the contradiction between supply and demand of ships under market regulation and the necessity of government regulation.After that,it systematically expounds the deficiencies of our government in regulating the contradiction between supply and demand of shipbuilding industry.Next,it summarizes some experiences and lessons come from some governments of the shipbuilding industry powers in resolving the contradiction between supply and demand.Finally,it proposes some countermeasures and the suggestion for Chinese government.This paper proposes countermeasures and the suggestion as follows:(1)In order to ameliorate the demand,the government should take effective measures to combat ship speculation;formulate measures to stabilize the demand for ships;support the enhancement of international competitiveness of domestic ship industry and expand the space of international demand.(2)In order to ameliorate the supply,when demand is strong,the government should strictly control production capacity to avoid blind expansion of capacity;in case of excess capacity,it should resolve excess capacity and guide the orderly flow of resources out of the shipbuilding industry.(3)In coordinating the relationship between supply and demand,we should establish a specialized agency which is in charge of shipbuilding industry development;perfect laws and regulations for stabilizing shipbuilding industry;stabilize the supply and demand of ships with the help of the strength of trade associations.The innovation of this paper is as follow:the theory of market failure is closely combined with the practice of the ship industry,and the mechanism of the contradiction between supply and demand of the ship industry under the regulation of the market is explored by analyzing and comparing the differences between ship demand and ship supply characteristics.Then it finds the direction for the government to resolve the contradiction between supply and demand of ship industry.
