Study On The Implementation Status,Problem And Countermeasures Of "River Chief System" In F County In Central China

In recent years,the pace of ecological and environmental governance has been accelerating.As an important measure to control rivers and lakes,"river chief system" is very important from implementation to completion,which directly affects people’s quality of life.Looking at the whole country,the implementation and development of "river chief system" in the central region is not perfect compared with the cities with developed water system due to the relative shortage of water resources due to the congenital geographical location.In this context,the thesis selected the implementation of the "river chief system" in F County as the research object,and made an in-depth analysis of the problems in it.Based on relevant literature review and interviews with relevant personnel,this thesis studies the implementation status and achievements of the river chief system in F County from the actual situation of the implementation of the "river chief system" in F County,and finds that a series of problems have occurred in the implementation process of the "river chief system" in F County.These problems are mainly reflected in several aspects,including excessive reliance on administrative authority,insufficient scientific implementation of the "river chief system",insufficient attention to the "river chief system",and imperfect basic security of the "river chief system".Combined with scientific theory,cooperative governance theory,responsible government theory,and the theory of ecological civilization of the above problems were discussed,analysis of the formation of the main causes of these problems,respectively is the "river chief system" supporting the construction of legal system is not perfect,imperfect mechanism "river chief system","river chief system" propaganda does not reach the designated position,in the implementation of the "river chief system" operation based on shaky.Therefore,based on the case and the actual situation of F County,scientific analysis is carried out to explore countermeasures and suggestions for better development of "river chief system" in F County from different angles.First,we should perfect the supporting legal system of "river chief system";The second is to improve the "river chief system" related system construction;Then came the publicity of the comprehensive implementation of the "river chief system";The last is to ensure the stability of the operating basis of the "river chief system".By studying the concrete implementation status of "river chief system" in county-level cities,analyzing the causes and putting forward countermeasures,not only can we better accelerate the development of "river chief system" at grass-roots level,but also provide some new ideas for tamping grassroots water management work at county,township and village levels.
