In December 2015,Jiujiang City officially launched the river chief system,and various work on river governance has achieved remarkable results.However,because river governance involves a wide range of fields,the government-led river governance model in the past cannot meet the requirements of today’s economic development and people’s needs for a green and healthy living environment.The most obvious feature of my country’s traditional river governance model is that the government,as the only main body of river governance,integrates the decision-makers,executors and supervisors of river basin water pollution prevention and control.At this stage,this model can neither effectively regulate the contradictions between the government,enterprises,social organizations,and the public,nor can it effectively achieve the fairness and efficiency of water resources allocation.There is a “system that cannot avoid the deteriorating river water ecological environment.Failure".This article takes Jiujiang City as an example,based on the theory of collaborative governance,combined with the investigation of the implementation of Jiujiang River Chief System and river governance practices,through a questionnaire survey of the public in Jiujiang City,to understand the public’s perception of the implementation of the River Chief System and the effects of river governance.Knowledge and attitudes,analyze the factors that affect the public’s enthusiasm for participating in river governance,and explore measures that can stimulate the public’s enthusiasm for participating in river governance;and conduct in-depth interviews with river directors’ office staff,business operators and managers,and social organization staff to understand Difficulties faced by different entities in the process of participating in river governance and protection and problems that need to be solved urgently.Combining the collected literature data,analyze the deficiencies and lack of roles of the four subjects in participating in the river governance process from the four perspectives of the government,enterprises,social organizations,and the public.It is found that there are still many problems in the coordinated governance of river governance in Jiujiang City.Solution: First,the river chief system has its own bureaucratic drawbacks,and the supporting mechanism is not perfect,resulting in lack of continuity in river governance,and the game of interests between local governments also makes cross-administrative river management responsibilities unclear,which affects river governance.Sustainability;the second is the lack of an effective market-based mechanism for water resources management,the imperfect construction of incentives and guarantee mechanisms for river protection,the high pressure on business operations,and the lack of awareness of participation and limited participation capabilities;third,the weak foundation of social organizations’ participation and funding Lack of professional talents,insufficient interaction with the government,and insufficient social credibility have led to social organizations not playing their due role in the river governance process;fourth,the public’s awareness of participation is not strong,the ability to participate is limited,and the channels for participation are not smooth,making the public Insufficient participation in river governance.On the basis of the advanced experience of Nanjing and Guangzhou in the precedent regions of the domestic river chief system and the overseas river Rhine and Mississippi governance experience learning and reference,this article enriches the problems faced by Jiujiang City’s current river governance work from four perspectives.The coordinated governance system for river governance in Jiujiang City: First,the government must change concepts,innovate working models,improve water governance mechanisms through public service innovation,improve river governance supporting mechanisms,ensure normal river governance,and establish a cross-regional river governance mechanism.Improve the efficiency of river governance;the second is to increase the awareness of entrepreneurs to participate,introduce a third-party governance mechanism,encourage and guide the implementation of the ecological responsibility system of enterprises,and transform the ecological and environmental protection of closed enterprises,rationally develop and utilize water resources,explore market-oriented operating mechanisms,and optimize resource allocation;The third is to give play to the role of social organizations,create an interactive mechanism between the government and social organizations,broaden financing channels,improve the construction of talent teams,cultivate the external environment,increase the public’s sense of identity with social organizations,and enhance the ability of diverse governance;the fourth is to respect the status of the public as the main body,To guide public participation,cultivate the concept of public participation in river governance,enhance public participation awareness,enhance public participation capabilities,and broaden public participation channels to form an atmosphere of national water governance.The research in this paper is mainly based on the implementation effect of the Jiujiang River Chief System and the status quo of river governance.It deeply analyzes the difficulties faced by the multi-body governance model in river governance.Based on practical investigations and drawing lessons from domestic and foreign advanced experience,it tries to find out suitable for Jiujiang City’s multi-body participation.The optimized path of river governance also provides some references for the application of collaborative governance theory in river governance in my country.
