| With the development of cities and the acceleration of industrialization process,water environment issues are becoming increasingly prominent.In order to improve the problem of water environment governance,the general offices of the Communist Party of China Central Committee and the State Council have jointly issued a document in 2016 to implement a river chief system nationwide.The report of the 20 th National Congress of the CPC proposed that "we must firmly establish and practice the concept that Clear waters and green mountains are as good as mountains of gold and silver",which is an emphasis on the concept,highlighting the country’s high attention to the construction of ecological civilization.As the link of the "provincial,municipal,county,and township level river chief system",the county and district level river chief system inherits the spirit of the Central Committee、provincial、municipal,and also guides the practice of the county-and-township level river chief system.To be specific,the system is related to the implementation effectiveness of the river chief system and is a key link in the long-term mechanism of river and lake management and protection.The study of the optimization strategies for the multi-subject co-governance in the operation of the county and district level river chief system is of great significance for promoting the development of itself and the construction of ecological civilization.Using the collaborative governance theory and the external theory as the theoretical basis,the paper takes District B of Weifang City,Shandong Province as the research object.Comprehensively using the case analysis,questionnaire survey and interview survey method to study the coordination of multiple subjects in the implementation of the county and district level river governor system,then analyze the problems,reasons and propose corresponding optimization countermeasures.The research found that the implementation of the river chief system in B did achieve certain results,but there are problems such as difficulties in coordination among government departments,low participation of multiple subjects,and difficulty in deepening and refining collaborative measures.The reasons for these problems lie in the chaotic coordination mechanism of water environment governance within the government,the incomplete participation and incentive mechanism of multiple subjects,and the weak guarantee foundation of the collaborative system,etc.The author proposes three countermeasures and suggestions based on the actual operation of the county and district level river chief system:Firstly,to improve the internal collaborative governance mechanism of the core entity(government),enhance the overall coordination ability of the river chief and the river chief system office,mobilize the collaborative awareness of various departments,clarify the responsibilities of each department,establish scientific assessment standards,and refine the accountability system;Secondly is to establish a collaborative governance system among multiple subjects,that is,a collaborative governance system for the outside part of the government,enhance their awareness of ecological and environmental protection,broaden public participation channels,implement and improve reward mechanisms,and stimulate their enthusiasm for participation;The third is to improve the guarantee of the river chief system’s collaborative governance system,strengthen legal support,strengthen environmental law enforcement and punishment efforts,improve the level of joint law enforcement,introduce an environmental public interest litigation system,improve diversified financial support,promote the construction of the river chief system’s information platform,and fully utilize scientific and technological networks to promote information disclosure.The above measures are expected to provide an effective path for improving the multi-subject collaboration of the county and district level river chief system,promoting the modernization of the river chief system’s collaborative governance system and governance capabilities. |
