Research On The Effectiveness Of My Country's Photovoltaic Industry Polic

With the increasing limitations of traditional fossil energy,solar energy has become one of the clean energy choices in Chinas sustainable development process because of inexhaustibility and low environmental pollution.Among the various ways of using solar energy,photovoltaic power generation is the best.As an emerging strategic industry,the photovoltaic industry has a strong government support.In recent years,the Chinese governnent has successively launched a series of policies to promote the development of the photovoltaic industry.However,whether the objectives of China's PV industry policy are appropriate,whether it has fully achieved the expected goals and what problems exist in the implementation of these industrial policies are to be explored.This paper applies the methods of text study,case analysis and interdisciplinaiy study.It starts with explanations of the concept of industrial policy and photovoltaic industry policy and presentation of the history and changes of China's PV industry.Then the evaluation criterion of policy effectiveness on China's photovoltaic are expounded from three aspects and the factors affecting the effectiveness on China,s PV industry are analyzed by cases from three aspects:policy content,policy implementation and policy objectives.With the above evaluation criterion and influencing factors,the paper demonstrates industrial policy effectiveness by cases from three dimensions:scale expansion,cost reduction and enterprise development.In addition,four causes of the lack of effectiveness on China's PV industry policy are summarized:the lack of specificity and comprehensiveness of the policy,the government's own interests,inadequate policy implementation and the lack of strategic awareness of the enterprises.Finally,some suggestions are presented from three aspects of strengthening the pertinence and comprehensiveness of policies,establishing a complete management system,and establishing a long-term mechanism for industrial development in order to improve the effectiveness on China' s PV industry.
