Policy Analysis Of Chinese Photovoltaic Industry:from The Perspective Of Industrial Competitiveness

With the resource crisis and environmental pollution becoming more and more serious,to achieve sustainable development is an important goal of our current economic and social development.The photovoltaic industry promotes the adjustment and upgrading of China's energy structure by making full use of solar energy.Although the solar energy photovoltaic industry has very big development potential,according to the characteristics of the photovoltaic industry and the reality of the situation,if there isn't industrial policy and the industry just relies on market mechanism,it will not be able to overcome the difficulties in the early stage of development.In the new century,in order to promote the development of photovoltaic industry,Chinese government has also implemented the " Golden Roof Plan"?" Top Runner Plan”and other relative plans.Chinese solar photovoltaic industry gets a strong policy support,and it gradually grow into the world solar photovoltaic power.Althoug h the result is obvious,whether these policies can bring a positive impact on the sustainable and healthy development of Chinese photovoltaic industry and whether they can improve the competitiveness of Chinese photovoltaic industry are worth further study.The paper firstly discusses the Chinese solar PV industry's development,the evolution of the policy and the composition of the policy,to present Chinese PV industry policy situation.Based on the above analysis,this paper selects MS as the explained variable,12 control variables and 3 explanatory variables in view of diamond model.On the basis of theoretical analysis,using principal component analysis and the multiple regression,this paper analyses effects of industrial policy on photovoltaic industrial competitiveness by establishing a statistical model including the average price of electricity,tax return and bank financing,with four major factors of diamond model and two external impacts as well.The results show that,the influence of fiscal policy and tax policy is significant,while the influence of bank financing is insignificant due to the blind expansion of projects.Finally,on the basis of empirical analysis and the experience from developed countries,to improve the industrial competitiveness of Chinese photovoltaic industry,this paper puts forward suggestions from four aspects:perfecting fiscal policy,continuing to carry out tax policy,optimizing financing policy and strengthening promotion.This paper attempts to continuously improve Chinese PV industrial policy,so that the industry can still be developed continuously and healthily without policies.
