From The Perspective Of Policy Tools Research On The Development Policy Of China's Photovoltaic Industry

Energy is an important driving force for the economic development of a country,and the use and consumption of energy is closely related to the environmental problems and sustainable economic development in China.The development of clean energy is related to the sustainable development of human beings,and thus has received far more attention by the countries around the world.In recent years,the Chinese government has vigorously developed green economy,promoted the healthy development of the photovoltaic industry,and formulated a series of public policies.Many developed countries have also formulated policies to promote photovoltaic industry's development.Therefore,analyzing contents of these policies texts has important theoretical and practical significance.This paper collected and consolidated China's national photovoltaic industry policy texts,with the“12th Five-Year Plan”for renewable energy development as a node and 53 effective policies samples with the main dispatch time from June 2012 to February 2018 are selected.Based on the existing researches,using the IEA(2012)to analyze the policy tools of the photovoltaic industry and combined with the photovoltaic industry's energy resources,R&D,investment and production,online transmission,and consumption five stages to build a two-dimensional analysis framework.Then,the collected policy texts are coded and classified into a two-dimensional analysis framework for statistical analysis of frequency to find out the overflow,insufficiency,or lack of local policy dimensions of China's photovoltaic industry policy tools.At the same time,we reviewed the typical policy tools of the photovoltaic industry in four major countries including Germany,the United States,Italy,and Japan,and summarized policy tools that are commonly used internationally and can effectively promote the development of the photovoltaic industry.The following main conclusions could be drawn from the above research:(1)There are overfilling,insufficiency,or lack of application of different types of policy tools.Specifically:(a)The infrastructure construction policy tools,public R&D investment policy tools are applied too frequently,insufficient application of policy tools for talent cultivation and green patent systems;(b)Demand-driven policy tools have both insufficiencies and missing,which are mainly reflected in the application of policy tools such as accelerated depreciation,net metering tariffs,green electricity,and trade controls.(2)Policy instruments are not well-distributed at the industrial stage.Most of the policy tools are applied in the investment and production and R&D phase of the photovoltaic industry,but the energy,resources,transmission and consumption phases are relatively insufficient.Finally,based on the theoretical analysis results,drawing lessons from international successful experience and combining with the actual situation and needs of the domestic photovoltaic industry,the main policy suggestions put forward in this paper are: optimizing the application of technology-driven policy tools;attaching importance to the application of demand-pulling policy tools;promoting the rational application of policy tools at various industrial stages.
