A new round of technological revolution,represented by technologies such as artificial intelligence,big data,and cloud computing,is in the ascendant.Smart car are the future direction of the automotive industry development and will inevitably become an important pillar for the new round of technological revolution and the transformation and upgrading of China’s manufacturing industry.Smart car refer to the new generation of cars with automatic driving function and gradually become intelligent mobile space and application terminals by carrying advanced sensors and other devices,using new technologies such as artificial intelligence,etc.,which are commonly called intelligent connected cars,autonomous vehicle,etc.Currently,countries are actively introducing policies to promote the development of smart car,but the development of the smart car industry also faces multiple risks and safety challenges.How to coordinate the dual policy goals of development and security tests the government’s policy level.Policy tools,as the basic means for the government to achieve policy goals,have played an important role in promoting industrial development.The innovation value chain can describe the growth process of gradually advancing industries through policies,and has applicability and explanatory power for changes and choices in industrial policies.This study focuses on 60 policy texts on the smart car industry released by the central government from 2015 to 2022,and constructs a theoretical analysis framework of"policy objectives—policy tools—innovation value chain".The three types of policy tools are classified into supply type,environmental type and demand type policy tools,coded by Nvivo software using content analysis,and constructed into 16 first level nodes for analysis.Firstly,analyze the main issuers and annual situation of China’s smart car industry policies.Secondly,conduct one-dimensional and multidimensional cross analysis on policy tools,policy objectives,and innovation value chains.Based on the above analysis,the following conclusions can be drawn:firstly,the degree of collaboration among government departments is relatively low.Secondly,more supply and environmental policy tools related to functional industrial policies are adopted,while demand policy tools are underutilized.Thirdly,different types of policy tools play separate roles in achieving development.and security goals.Fourth,industrial policies are more inclusive and prudent,showing the phased characteristics of technological innovation first,industrial incentives in the middle,and strengthened supervision in the later.Fifth,insufficient use of policy tools in the product testing process of the innovation value chain.Based on the above conclusions,this study proposes the following suggestions:firstly,to build a cross departmental,cross industry,and cross domain collaboration system;secondly,to flexibly adopt a combination of policy tools according to the development stage;thirdly,to explore and promote the integration of"industry,academia,research,and application";fourthly,to accelerate the formulation of laws,regulations,and standards;and fifthly,to attach importance to the introduction of special policies for product testing.
