In recent years, with the rapid development of China's high-speed rail construction, the national high-speed rail network has been formed.Among them,high-speed railway in Shaanxi which is located inland is an important part of the national high-speed rail network. At present,it has completed a number of high-speed rail lines with the provincial capital Xi'an as the hub and is building a "Star-type" high-speed rail network that is accessible to all parties, which is of great significance. The operation of high-speed railway has greatly reduced the travel time between cities along the line, met the needs of people's convenient travel and exerted a far-reaching influence on the regional accessibility pattern.Even it has received attention and research in many fields such as geography, planning and regional economics. Thus, scholars and researchers have achieved fruitful results in these fields. However, the research objects are mostly concentrated in the eastern coastal areas, and few in the central and western inland areas. Therefore, based on social statistics, basic road traffic data, and high-speed rail network data, this paper takes Shaanxi Province as the research object to further understand and grasp the benefits and impacts of high-speed rail development in the western region. It is mainly from the different time, such as in 2009,2013,2018 and 2030,with the change of accessibility as the starting point and the support of GIS network analysis technology to optimize and improve the existing accessibility calculation method. And it adopts the weighted average travel time indicators, daily accessibility indicators, gravity model indicators, potential model indicators and other indicators to explore the impact of high-speed rail construction on the accessibility changes and effects of Shaanxi Province from different scales and perspectives. The main conclusions are as follows:(1)According to the principle of network analysis method, the deficiencies of OD cost matrix algorithm are optimized, and the accuracy of network analysis in regional accessibility research is improved. The result can more realistically express the accessibility of arbitrary spatial nodes and the accessibility space of regions. The simulation of the accessibility pattern is also closer to the actual situation.(2)The development of high-speed railways in Shaanxi Province in 2009?2018 has significantly improved the accessibility of the whole province,at the same time, promoted the largest change in the area along the high-speed railway, consolidated the central position of the hub city and formed the pattern about the accessibility of the“One-core Multi-corridor corridor".The accessibility of cities at all levels is most significant before and after the opening of the high-speed railway. The daily accessibility of cities along the high-speed railway has been enhanced. The scope of the daily exchange circle has been expanded. All of these promote the development of urban-rural integration. In addition, the improvement of accessibility has led to an increase in the intensity of urban connections and a new trend in the urban linkage pattern in the province.High-speed rail cities have benefited the most and strengthened exchanges and cooperation. However, the high-speed rail has reduced the spatial fairness of accessibility and further increased the gap in accessibility between high-speed rail cities and non-high-speed rail cities, making it easier for social resources to flow to high-access areas.(3)Under the background of national high-speed railway construction, the relative accessibility level of Shaanxi Province has been significantly improved in 2009?2018.The improvement in neighboring cities and regions is the best. However, the improvement of accessibility is national. The impact of high-speed railway construction on the relative accessibility of Shaanxi Province has not changed the leading role of spatial location to accessibility at the national scale. It needs to spend more cost in the distance from other remote cities and regions to Xi'an.At the same time, the average accessibility of major cities in Shaanxi Province to 30 provincial capitals has also improved significantly, but the impact of high-speed rail on accessibility is quite different. The average time accessibility changes significantly and the average spatial accessibility changes are small.Additionally,in the external accessibility and linkage pattern of the central cities of Shaanxi Province, the core circle of accessibility spatial pattern centered on Xi'an is continuously expanding outward and the outer circle is continuously compressed to form a new accessibility spatial pattern, resulting in Xi'an's external contact pattern has undergone tremendous changes with the improvement of accessibility. The changes have connected the city along the high-speed rail line, with high intensity of the connection, promoting all parts of the country to develop.(4)In 2030,the completion of the "Star-type" high-speed railway will further enhance the accessibility of Shaanxi Province and cities at all levels, among which Yulin City,Ankang City and Shangluo City will become new growth points of accessibility;at the same time, the accessibility of high-speed rail cities such as Hanzhong,Baoji and Weinan will no longer have a breakthrough.Besides, the potential advantages of the cities in Shaanxi under the "Star-type" high-speed rail network will be improved. The high-speed rail city will play a more prominent role in driving the surrounding areas, which will benefit the development of non-high-speed rail cities.Yet,for cities with better current accessibility potential, their changes will be relatively small in the future, which means that the city will develop to a certain extent after its development potential exploited. This phenomenon will be conducive to the promotion of social investment to relatively backward cities and avoid excessive resources and waste in the dominant regions.
