The infringement of famer-workers' rights and interests has become a much-discussed problem from the end of 1990 s,among which the delayed payment of wage appears to be the most conspicuous in construction industry.Particularly the famer-workers in construction industry have become the most concentrated and the most prominent problems of industry groups,the need of solving the problem is urgent.How to effectively control the wage arrears of famer-workers is a huge challenge for governments at all levels.Therefore,the purpose and significance of this thesis is to study the current plight of government governance of famer-workers' wages,and put forward relevant countermeasures.The thesis focuses on the governance methods of famer-workers' wages through the method of documents research,case analysis and data analysis in Shanghai city.First of all,the author defines the key concepts of famer-workers in construction industry,wage arrears,and introduces the research theory named collaborative governance theory.Then,through the data and case,the thesis introduces the general situation of wage arrears of famer-workers in construction industry in Hongkou district and the government's governance situation.It points out the problems existing in the current management of famer-workers' wage arrears at the same time,and makes a thorough analysis from the aspects of legal system,sectoral cooperation,market environment,and policy implementation in the construction field.Finally,combining the theory of collaborative governance,the author puts forward concrete implementation countermeasures on the long-term solution to the problem of farmer-workers' wage arrears in construction industry under the existing institutional and policy framework starting from five aspects: establishing a long-term mechanism,enhancing the sense of responsibility,perfecting the supervision system,guiding multi-party participation,and perfecting the supporting policies.The research results in this era and the new situation have strong maneuverability,practicality and high reference value for effective management of the wage arrears of migrant workers in the construction industry.
