Research On Government Governance Of Migrant Workers In Construction Industry In Pengzhou

Wage arrears of migrant workers not only infringe on the legitimate rights and interests of migrant workers,but also affect the harmony and stability of the country and society.The Party Central Committee and the State Council attach great importance to the problem of migrant workers’ wages in arrears,take the governance of migrant workers’ wages in arrears as the basic responsibility of the government,and have issued a series of governance regulations and policies.After years of governance by governments at all levels,certain results have been achieved,but the wage arrears of migrant workers still occur from time to time,and the problem of wage arrears of migrant workers in the construction field is still prominent.How to effectively control the arrears of migrant workers in the construction field is not only a test of our party’s ruling ability,but also related to the enhancement of the prestige of the party and the government among the people.This paper takes Pengzhou City as the research object,uses questionnaires and interviews to collect first-hand data,systematically analyzes the current situation,problems and causes of migrant workers’ wage arrears in the construction field managed by Pengzhou municipal government,and puts forward targeted countermeasures.After finding out the reasons,this paper puts forward some countermeasures from the improvement of relief procedures for migrant workers,the strengthening of labor supervision,strengthening the supervision of the competent departments,and improving the convergence system of various departments dealing with migrant workers’ wages in arrears.For the future government to deal with the problem of migrant workers pay policy formulation,law enforcement inspection and department supervision to provide a certain guiding significance.This paper describes the current situation of Pengzhou municipal government’s management of migrant workers’ unpaid wages in the field of construction from five aspects: supervising the implementation of migrant workers’ rights and interests protection measures,publicizing labor and employment laws and regulations,playing a role in the choice of ways for migrant workers to protect their rights,controlling illegal subcontracting and supervising the implementation of labor and capital managers in construction enterprises Taking the problem oriented research approach,it is found that Pengzhou government does not strictly supervise the construction enterprises to implement the employment requirements of migrant workers,urgently strengthen the popularization of migrant workers’ legal knowledge,weak labor supervision and law enforcement,ineffective governance of illegal subcontracting of construction enterprises,inadequate supervision of the performance of labor and capital managers The time and money cost of judicial relief are high.Then it makes an in-depth cause analysis of the existing problems,and finds that the main reasons for the problems of Pengzhou municipal government in dealing with migrant workers’ wage arrears are: labor supervision and law enforcement have not attracted attention,the government has not formed a long-term mechanism for dealing with wage arrears,labor security publicity and guidance are not in-depth,the government’s collaborative governance ability needs to be strengthened,and the unique "contract labor" in the construction field The form makes the government’s supervision empty,the employers fail to implement policies,the arbitration and litigation procedures are lengthy,and the connection between arbitration and litigation is not smooth.According to the cause analysis,this paper puts forward targeted countermeasures and suggestions from three aspects: the government’s own management,the government’s management of construction enterprises and the improvement of relief system.It has certain guiding significance for the government’s policy-making,law enforcement inspection and departmental supervision of the problem of migrant workers’ Arrears in the future.
