| In the context of the current rapid economic development in China,the tension between workers and employers is reflected in the payment of salaries.In the event of wage arrears,labor disputes or physical conflicts between workers and employers will arise,and even workers will negotiate for wages through extreme and extreme behaviors.The phenomenon of wage arrears of migrant workers has been constantly treated,and the high incidence and frequent occurrence of wage arrears cases has made it one of the hot topics of public opinion for a long time.The government,as the ultimate manager of public affairs,should earnestly assume the responsibility of performing public management functions,actively seek out an ice-breaking action for the tense labor relationship between laborers and employers on a practical level,and take multiple measures to control migrant workers’ wages arrears,maintain and protect them.The legitimate rights and interests of migrant workers.Since the fund management and payment of government projects are relatively compliant,there will be basically no wage arrears.Therefore,this article mainly focuses on the governance of migrant workers’ wages arrears in construction projects contracted by enterprises in G County,and uses government behavior as the research content and perspective.After understanding,the necessity and feasibility of introducing the government to participate in solving the arrears of wages in the construction field.By issuing questionnaires to migrant workers in the field of engineering construction,visiting the government,law enforcement agencies and industry authorities,collecting data and cases of corresponding wage arrears.Sort out the collected data and analyze the reasons for migrant workers’ wages arrears,combined with the measures taken by the government in County G to manage migrant workers’ wages arrears and the existing problems in current governance,from laws and regulations,government management,construction units and actual employers,etc.Analyze the reasons for the problems of G county government’s management of migrant workers’ wages arrears in the construction industry from four perspectives,and propose feasible countermeasures for optimizing the government governance of migrant workers’ wages arrears in the construction industry of G County: establish a long-term mechanism for wage arrears management and strengthen departmental linkage and cooperation;Strengthen the construction of a credit system for the main body of the construction industry,severely crack down on illegal activities;establish an accountability system for the investigation of arrears of wages,strengthen public opinion supervision;improve the professional skills of migrant workers,and create a good social atmosphere.This paper aims to find out the concrete and feasible method to establish a long-term mechanism to eradicate the unpaid wages of migrant workers by studying the effective ways for the government to control the unpaid wages of migrant workers.It is not the main and final goal to clear the wages owed by oneself,but to prevent new arrears,to truly protect the legitimate rights and interests of migrant workers,to change the dual pattern of the society,and to promote the healthy and harmonious development of the whole society. |
