Research On The Role Of Government In The Development Of Green Buildings In S City

The report of the 20th National Congress of the Communist Party of China pointed out that nature is the basic condition for human survival and development.Respecting,adapting to,and protecting nature is essential for building China into a modern socialist country in all respects.Green buildings can be rationally utilized and effectively conserve resources,and are a major component of practicing the concept of green development and building ecological civilization.Since 2013,green buildings have gradually developed on a large scale in China.As the first city in the country to promote green buildings,S city has achieved initial results in green building construction.By 2021,S city has fully constructed green buildings.However,there are still some problems in the actual promotion of green buildings,which hinder the improvement of the quality of green buildings and reduce the energy-saving effect of buildings.Therefore,it is necessary to further play the important role of the government in promoting green buildings,strengthen guidance,supervision,and governance of green buildings,build and operate green buildings with high standards,and take green buildings as the starting point to improve the quality and speed of green development.This article takes S city as a case study to explore the role of the government in the development of green buildings in S city.It analyzes the role of the government in the development of green buildings in S city using public policy theory,externality principles,and economic incentive mechanism design theory,and fully expounds the importance of the current government’s promotion of green buildings and the relationship between the main stakeholders.Through literature analysis,questionnaire survey,and interview survey,in-depth analysis is conducted on the main issues such as the imperfect regulatory system,administrative supervision linkage obstacles,insufficient cultivation of market entities,and weak public governance in the process of promoting green building in S city.By analyzing the main reasons behind the problems,such as deviation in green building governance concepts,imperfect government supervision,lack of public participation in the promotion work,and incomplete market demand for green buildings,and drawing on the practices of the governments of Nanjing,Shenzhen,Tokyo,and Portland,this paper proposes to establish and improve local regulations and policies for green buildings,improve the government’s green building administrative system,and guide the development of the green building market Strengthen public governance and guidance,and provide some suggestions and references for resource conservation and rational utilization in the construction field of S city,promote the further development of green buildings in S city,practice the concept of green development,and build ecological civilization.At the same time,it provides experience and reference for the domestic governments of the same type of cities to promote green buildings and play the role of the government.
