State-owned enterprises are the lifeline of the national economy and an important economic basis for national security and stability.However,with the rigidity of management and operation,the economic and social benefits of state-owned enterprises have been brought into incomplete effects.In recent years,the economy of China has gradually developed and with the background of state-owned enterprise reform,Chinese state-owned enterprises have turned to improve efficiency and competitive advantage during the reform,and begun to attach great importance to the function and value of human resources,while Performance appraisal management plays a central role in HRM(human resources management).It has become an important research topic that how to use PAS(performance appraisal system)to improve the competitiveness of enterprises and deal with the complex and changing environment.It plays an important role in the development of the station and the staff to establish a practical PAS which conforms to the station.This paper will focus on Company B's grass-roots stations to investigate the PAS of the technicians,skilled operation managers and skilled operators in the basic station,using literature induction,case analysis,investigation and analysis to study and summarize the current PAS situation in Company B's grass-roots stations,finding out the causes of problems such as unreasonable PAS index setting,single application of results,lack of communication in process and feedback or complaints.to results.In order to solve these problems effectively,this paper will use the theoretical knowledge and experience of performance appraisal management to bring forward a scheme which can promote the the station business and the staff together to get a double win situation through improving the PSA methods,system design and management organization..
