Green building is guided by the sustainable development idea, advocates the recycling of water and reclaimed water treatment, and makes the integrated efficiency of water supply and drainage system to achieve optimization, thereby reducing energy consumption and achieving non-waste and non-pollution. It is required that building must have their own technical systems in the development process. In these technologies, design of water conservation and utilization of water resources technologies in building are closely bound up with energy saving and resources recycle. In order to realize water conservation and reasonable utilization of water resources, the water supply and drainage design and architectural design must develop jointly, at the same time, it can realize the perfect effect of holistic energy saving in building. Therefore, Green building measures to evaluate water-saving techniques and water-saving measures to optimize the planning application become important to the Green building design of the drainage and operation and management in China.Based on the technical requirement of green building, design outlines in technical guidance of green building and research of experts, it put forward how to frame reasonable water resources programming according to local natural condition, collectivity programming of water resources and water supply and drainage facilities in the building which is builded. Then it doses the research of the reclaimed water technology, rainwater recycling technology, water saving instrument, administration and propaganda of the water-saving. It summed up the evaluation of various water-saving measures and indicators of various indicators of the evaluation criteria. The water saving rate, utilization of waste water recycling rate, rate of full load and rate of water quality achievable standard can used to evaluate the reclaimed water technology in green building. The rainwater recycling technology can be evaluated from rain penetration rate of ground, collection and utilization rate of the rain and rate of rain water quality achievable standards. Utilization rate of water-saving leader, the installation of water-saving toilet, meter set rate and the bathing water-saving equipment installation rate can be used to evaluate water saving instrument in green building. Administration and propaganda of the water-saving can be evaluated by the water recycle rate of waterscape utilization, water quality measures to prevent secondary pollution, hot water recycle rate, water-saving management system, Water-saving publicity, records of water-saving work. The evaluation method of the water-saving is a multi-criterion, multi-target, non structural characteristic decision analysis. This paper puts forward the method of fuzzy comprehensive point system by integrating the merit of AHP and method of point rating. Throught examing qualitative and quantitative contents about an indicator, a fuzzy mark of the indicator evaluation results will be merged according to additional combining principle of the same grade. The finally evaluation result will be expressed by a vector which benefits finding out disadvantage factor and this is good for water conservation work.thought the evaluation it conclud that the order of the water consercation methods is water reuse technology, rainwater use of technology, water-saving equipment, administration and propaganda of the water-saving.On the basis of evaluation and the information of the cost model of reclaimed water technology, rainwater recycling technology, water saving instrument; it summarized the optimal model of water-saving plan which is aimed at the Max ratio of the water-saving and the incremental cost on water-saving method in green building. The result of the optimal model is reasonable and Realistic.
