Research On The Transformation Of Government Functions In The Operation Of China-Europe Express Trains

China Railway Express is a national strategic project for China to link Europe and Asia by using railway transportation.Starting from 2011 until now,from the first Chongqing Railway Express successfully arrived to Europe,China Railway Express has opened 56 original cities to run international railway service to Europe.Cargo can reach to 15 European countries by rail from China.Furthermore,China is very actively working with other Asia countries to design,invest and construct new rail networks to East South Asia.China Railway Express is playing an important role for China strategy of “Silk Belt” and “Belt and Road”,and for China economy further development.Rail is like the blood for national transportation for each of the country.Government roles and responsibilities are the key for each country's railway development.China established Ministry of Railways from 1949,and it played both government and enterprise responsibilities and helped the China Railway development in such a long period.In 2013,Ministry of Railways was dismissed,and China government did “departure enterprise function from government function” in Railways business.Government roles and responsibilities on Railway development had to change from that time.China Railway Express,as a new product line,was created during China Railway revolution.China Railway Express' s government roles and responsibilities also require to transform to adapt the new environment.It changed from “both steering and paddling”,to “steering” then “service”,China Railway Express is facing kinds of challenges.Throughout the study of other international railway cargo government roles and responsibilities,China Railway Express current status,central government and local government role and responsibilities,local railway logistics company status,we confirm China Railway Express is developed very fast and successful.While,we also found kinds of difficulties for China Railway Express further development,such as government message not deliver correctly and timely;national policy incomplete and not detailed;railway service not convenient for customers and Railway crew structure change frequently.By using Chengdu Railway Express as an example,we found there are complicated root causes of government roles and responsibilities transformation behind it: weak corporations among countries;national macro policy need to be more detailed;local government better understanding on national policy;local government roles and responsibilities not clear;local railway logistics company still rely on government;few ideas on “service” and lack of government public talents.We are using Jenet V.Denhardt and Robert B.Denhardt's New Public Service theory,and proving government roles and responsibilities should change to “Severing” instead of “Steering”.Not only government,but also public crew need to continue improve their mindsets and capabilities to change to “serving”,so that China Railway Express can better continue and develop further.China Railway Express is not only helping China deep development in its economy,but also an innovation to change the ship mode among continents.It will not only improve economy and resources reallocation among countries,but also new effective linkage to improve other cooperation globally.
