Research On The Improvement Countermeasures Of Fishery Safety Production Supervision In Jinpu New Area

As one large fishery country,fishery economy covers a significant part in our national economy,and ocean fishery is recognized as high risk industry for it is influenced by various factors,and it faces up to difficult issues existing around the world,i.e.frequent safety production accidents.It should carry forward the thinking and ideas of life utmost and safety first and emphasize on enforcing safety production in the report of 19 th CPC National Congress.As one national-level new district,both administrative management and local development strength of Dalian Jinpu New Area take pilot position,good implementation of fishery safety production and supervision in Jinpu New Area can not only boost ocean economic development in Liaoning Province,but also play a demonstrative role for other areas.Situated in the south of Liaodong Peninsula,Jinpu New Area spans across Yellow Sea and Bohai Sea with a coastline length of 478.4 km,it possesses exceptional fishery resource conditions,and fishery production is fairly more prosperous.Over the years,the government grasps safety fishery production work severely and takes various measures to strengthen its long-term effect,avoids material fishery safety production accidents,and offers the guarantee for the safety of lives and properties of public fishermen.However,there are still many problems in supervision,including lacking in sustainability of administrative enforcement methods,weak supervision force,low supervision efficiency,bad advertisement and education results of fishery safety production,and poor rescue capabilities of safety production accidents etc.,fishery safety production still needs improvement.The article puts forward the issues existing in fishery safety production supervision of the government and analyzes the reason causing the issues according to actual situation of safety production supervision in Jinpu New Area.It raises corresponding countermeasures by learning advanced experience of fishery safety production supervision from Japan,USA,South Korea and some domestic areas,and combining actual development of Jinpu New Area,including: make sound and healthy fishery production supervision system,strengthen the construction of supervision staff team,enforce fishery safety advertisement and education training,enlarge investment of fishery safety production security capitals,upgrade emergency rescue level of fisher production accidents,create new diversified supervision modes.The article adopts relative theories such as governmental functional theories,multi-agent governance etc.,and some research methods like investigation,case analysis,literature analysis etc.It aims to propose improvement countermeasures on fishery safety production supervision and management,increase supervision capabilities,and create good situation of fishery safety production in Jinpu New Area.
