This paper applied the theories and methods of regulation economics and institutional economics to appraise the effects of management of Chinese nature reserves. Then analyzing the reasons why the regulation of nature reserves in China has failed from two aspects including institutional affect and agent behaviors. At last, this paper offered the detailed suggestions for the policy-makers.It gives an analysis framework in the regulation of nature reserves in China, based on the system of polices, the management mechanism, the financing mechanism, the management construction, and the arrangement of informal institutions. The lack of comprehensive laws and regulations, the effective financing mechanism and the strict environmental supervision and environmental jurisdiction result in the failure of government in the protection of nature reserves. In China, the informal institutions, different with the formal one such as laws and regulations, including the distrust for various laws, advocating power, lead to the prevailing of bribery and rent-seeking behaviors and partly weaken the effects of policies about the protection of nature reserves.Local governments and administrative organization of nature reserves, two important stakeholders, can be thought as rational economic man. They incline to pay more attention to economic development and less to protect ecological environment if do not be offered effective supervision and incentive. At the same time, local government, local firms and administrative organization of nature reserves share the common interests, so local government would like to provide illegal services to improve itself interests.This paper has chosen Qixing River Nature Reserves as case study and explored the regulation mechanism of this nature reserve. For the policy-makers, six advices could be adopt to improve the regulation of nature reserves in China, such as quickening legislation, constructing rational financial mechanism, establishing comprehensive supervision mechanism, perfecting the examining system of public officials achievements, strengthening community co-management system and improving the informal institutions.
