Research On The Application Of PPP Financing Model In The Botanical Garden Project

Since the reform and opening up,the level of urbanization in our country has witnessed rapid development.People have higher requirements for livable living environment in the city.Under this background,the level of urban afforestation in China is rapidly increasing.Urban landscaping has become an area of public infrastructure that local governments continue to invest heavily in,and is also an important topic for the nation in building an ecological civilization.However,at present,China's economy is experiencing the key link of turning itself from high-speed growth to sustained growth at a low speed and is at a crucial stage of economic restructuring.The local finance is under tremendous pressure and the burden on urban landscaping can not be relied solely on financial capital investment.In recent years,under the call of the Central Government,in order to ease the pressure of local finance,many provinces,including Shanxi,have cultivated the PPP model as an important tool in the field of public infrastructure construction.After more than three years of rapid development,the PPP model has shifted from the function of financing functions to the positioning of functions such as project management and social management.In the future,the PPP model will pay more attention to the assessment of operational capability.Through the extensive reference of PPP model,it not only helps to improve the urban ecological environment and solve the employment,but also has an important meaning for the sustainable development of the city.Based on the analysis of relevant cases and the background of the great development of domestic landscape industry,this paper analyzes the project of Shanxi Botanical Garden supported by PPP financing mode,which not only accords with the current national strategic direction but also meets the economic development direction of Shanxi Province,Strong theoretical and practical significance.Taiyuan Botanical Garden PPP Project is a classic case of our province's successful use of PPP model to support the construction of botanical gardens.After briefly reviewing the relevant theories of PPP mode,this paper analyzes theoperation of PPP Project of Taiyuan Botanical Garden in depth and summarizes its shortcomings and successes Experience and expectation to come to the PPP model to support the development of Shanxi garden related thinking in order to promote the PPP model in Shanxi Province and even better plant gardens in the application.The thesis is divided into six parts: The first chapter is an introduction,which illustrates the research background of this dissertation,summarizes the research status at home and abroad and reviews,points out the research purpose and significance of the dissertation;Chapter Two mainly reviews the dissertation Some related concepts involved lay the foundation for the further analysis below.The third chapter mainly describe garden industry PPP project status analysis.The four chapter mainly analyzes the PPP project of Taiyuan Botanical Garden and finds its advantages and problems.The fourth chapter focuses on the case of PPP financing of Taiyuan Botanical Garden Put forward some problems and measures that can be taken when using the PPP model to operate the botanic garden project,and finally,summarize and prospect the future research.
