Research On Agricultural Irrigation Water Price

With the adjustment of our province’s agricultural planting structure, the rapid increase of population, the improvement urbanization level, the fast development of industry and the requirement of improving ecological environment in recent years, the conflicts between water resources supply and demand is increasingly obvious in irrigation district in Zhejiang province. The water crisis became a beetling problem of the sustainable development of the Social Economy. Therefore, after well doing all jobs, effective measures should be taken to emphasize conservation and protection of water resources, realization optimal allocation of water resource, the important key is to make scientific and rational water price.For a long time, for the effect of planned economy, in our province’s irrigation district water price system is unreasonable, water price is serious low. the rate of water fee expropriation is also very low. The irrigation infrastructures have been dilapidated after a long period of working, the operation of the water management units is very difficult to work, and the water waste is very serious. There are the restrictive factors of the irrigation development. Meanwhile, water price reform of irrigation district is directly related to the development of whole province water price reform and Water-saving society establishment.Considering guiding ideology of the sustainable development of the water resource, by taking QuZhou Tongshanyuan reservoir irrigation district as study object, the water value theory, the factors of pricing and price evaluation index were been studied in this paper. The Composition of water price and the calculation method was determined. By analysis of rationality about irrigation water price from supply water unit and water users’ angle analysis. Comprehensive research on irrigation price was given to establish the sustainable development of water fee-compensation system and policies and measures.There are7chapters in this master paper. The first chapter is Exordium. In this chapter, the background, target and significance of the project was introduced, the research status at home and abroad were also introduced. The second chapter expounded functions and attributes of water resource, and water value and some normal pricing method. In third chapter, we studied positive externality of irrigation supply water service and irrigation agricultural using externality theory for the study on rationality of irrigation water cost. Base on the first there chapters, water pricing were discussed, the pricing model considering the whole water for the sustainable development cost was given in the fourth chapter. In fifth chapter, the method of the whole water cost was introduced simplify. In the sixth chapter, taking the QuZhou Tongshanyuan reservoir for example from the supply and demand angle, considering the limit water price and peasants’adaptability, the index system was discussed, and the preliminary assumption about water fee-compensation system given. The last chapter is the conclusion of the whole paper.
